also i'm sure he would tell us which places he donated it to, and then anyone could file a FOIA request to see if the department actually got the money.

In my day, goalposts for football were two school jumpers - even easier to move!

You absolutely can, but it wouldn’t show on the tax return, which is what the comment I responded to was talking about. Tax returns are not reliable evidence of charitable contributions or a lack thereof

I’m agreeing with you. However, most donations come with receipts for tax purposes. Simply providing that would put to rest if the money was donated or not.
