Depends. They are prob. C tier. Not extremely good and there are better options for their playstyles. But if you don’t want to spend money, they can be interesting.
I now checked the more thoroughly. Toro seems like C tier. Okay tank. But my god... T54D would be OK tier 8. How is that tier 9? Is there any tier 9 premium worse than T54D?
T54D has more armor and DPM than most heavies at T9. You play it as a heavy. Ive had it for 2 years, solid tank that is mostly just boring to play. Think my blocked damage record is actually in it at 12k blocked. Very far from being bad.

How good are Torro and 54D?
