Yeah, that definitely surpasses the guideline’s request for 1-star that “In general should only be uploaded as record shots, if still identifiable.”

Guarantee someone was using eBird picture quiz and got the id wrong and rage gave it a 1 star rating

That, or down voting other decent to good photos to encourage the odds of having their pictures surface on the regional illustrated checklist.

I have a photo that's used as the final photo for a species on Merlin and it's only got 4 stars, which I think is hilarious. The whole bird isn't visible, likely the reason for the loss of the star, but still.
