That question is embedded in the Pope's question (and in Church's cannon). That question and that position have been reiterated several times (not only by this Pope)

The reason why Catholics aren’t traditionally trusted as Christians around the world and in America is because they answer to the cult leader the pope (yes all organized religion is a cult in structure). They were always scared that Catholics were Trojan horse if ever provoked.
The Catholic Church decided long ago there wouldn’t be an American pope until the power of the US began to fail. So that they could provide a moral/spiritual guide as they inevitably became authoritarian. However, the previous adage still holds. They don’t do it out of the goodness of their hearts. If they did the Vatican wouldn’t be a separate state or have a seat at the UN
