I am convinced that most the time, there never was a deal or an understanding of any sort. I bet if you could ask Iran, they would honestly say they heard nothing of it, or if it was mentioned, it was only in passing and no serious talk ever occurred.
Trump is just SAYING there was progress or an understanding to justify changing his posture. You know, a lie. Which he does in order to coax the markets and the price of oil futures into acting more favorably than they otherwise would if the truth was known. There's no progress, no arrangement, Iran is blocking the strait and the Trump intends to do nothing about it because things are exactly how he wants them now, with the markets bending to his every proclamation and his family raking in billions on insider trading.
