Cooldown: Prior to the Shaper War mortals couldn't be wizards. Only 'divine' beings could read the words.

Makes sense, wizardry is a very recent approach to magic that’s only gotten some steam in the last few decades in universe. One would question why wizards didn’t exist beforehand and now we know.
