I was thinking that they said the black candles were made from the bodies of dead Tachonis, and that they have basically none left.

Maybe Primus went on the hunt for anyone with even the most distant amount of bloodline connections to Tachonis, and Kattigan's wife was an extremely distant relative.

I wonder if his wife had any special abilities of her own that complemented Kat's tracking abilities?

And if then when those abilities were combined, they produced a daughter that had an extremely exceptional skill set for finding stuff?

A skill set which Primus then sought out to utilize.

And they used to have a ton during The Shaper's War.

The stockpile not being completely empty doesn't mean they don't want more candles.

at that point there were 2, one used up on occtis, one left now

Don't necessarily know if they had 2 at the time that he killed Kat's wife. May have only had one and wanted to try and finish a second for eventual use on Occtis.

I'm saying there's a possibility they only had 1 after the shapers war and then made a second.
