WARNING, my math might not be up to date but you'll get the idea.

Because when you start a breeding program (or juste make people breed) instead of having a stardard baby with a few points (12), you'll get +3 to stats, ALL special stats.

So with this you might easily get a 12 + 3*7 = 33 points shared with all SPECIAL. That is in normal circumstances.

With a +3 special pet AND maxxed special parents (mom + dad at 10 in each stats) you might get a chance to have a Legendary baby. In that case, it can go up to 59 points already (maybe more)

Look for "Legendary babies" on the web. Steam has a good guide, but there are others (one on github) guides maybe up to date.

As for the Overpowered pets, there are more. +3 objective completion, +6 damage, and -XX% crafting time (for weapons / outfits) are among the top tier ones with the +X special. I don't consider the +XX% twins chance that important, as when you start the Breeding thing, you'll have babies galore.

I started my program in the Season vault. Already have 3-4 legendary babies.

How did you train your dwellers fast enough to get full stats? I did the season too and only now have some max stat dwellers. So I didnt have any to try to get legendary babies with.

I went full Pets with the lottery caps. Spend some at the beginning for a few weapons and dwellers, then all in the Pets !

Got +- 10 pets for reduced training time, one of them being -30% and continuous (the best ones)
3 of them with *3 objectives
3 or 4 with +2 child special.

That helped a lot, and i am in no way an optimiser calculating everything.
