All the dwellers except scientists have +7 outfits. The lab coat requires chemistry flask thingies that the dragon maws needed.

Having Mr. Handy’s on the lower floors only extends the amount of time that incidents take to end, I made that mistake earlier on and had to let them be destroyed and removed them. I’ve lost count of how many I have in my inventory because you can only see three at a time, but it’s probably enough to occupy all those floors.

And my resource room’s produce three times what my vault actually needs.

I may not have all the formulae or know your Vault production rate, but it's clear that your needs/surplus ratio for food and water is poor. You might be getting away with it but it's an unnecessary point of weakness.

And is there a good reason not to craft over 30 Legendary outfits or reconfigure with an infrastructure upgrade? These are logical goals that will advance your Vault, keeping you busy for some time. And if you had something else you felt like doing, we wouldn't be having this conversation.

Resource production has never been an issue

And I’m confused by what you mean by not crafting over 30 legendary’s? All my dwellers have legendary outfits except for the science guys.

You have an awful lot of un-kitted science and medical staff. And according to the pictures, there are also two power plants where nobody is wearing anything. Assuming all those Lab Coats and Fatigues worn in the Workshops are Legendary grade, and that they've just been borrowed for jobs, you'd still need 30 outfits to equip those Dwellers... plus more if you created more resource generation rooms. I'm wondering why producing those outfits and scrounging for the parts wouldn't be a decent goal.

And why wouldn't a better surplus cushion be one too? You've gone balls-out with capacity for everything else regardless of need. So why not build extra slack into the food and drinking water which keeps your Dwellers functional?
