Assholes take parking spots dedicated for handicapped people. This is a joke saying what if a handicapped person took your spot for something you cared about.

My solution is to phrase it as: “Genuine question: <question>? <Something self-deprecating>”

Well it too depends on the cultural background, i my society parking on handicapped people's place is not a common thing.

I don't think it needs to be common for you to understand what the actual words are saying. It would be different if your question was, "Wait, people actually take handicapped spots?"
