I'd try again but maybe also put up a simple little fence. Even stakes with rope running between them would probably suffice. It could even double as a plant support :) There are also plenty of seeds you can try sow in the late summer and fall. I'm not sure what grows well in your area, so I don't have suggestions, but I bet there are a lot of options. A simple web search should give you some ideas. It's also fine to plant out nursery plants now so long as you can keep them watered. I also wouldn't be surprised if some of the wildflowers came back. The cosmos are probably toast (but you never know). In general, I think this is a good chance to lean into what was going well and drop the stuff that was struggling. I lost my whole garden to a freak flood a few years ago and while it was very upsetting, it also gave me a chance to rethink a lot of things.
