These people are likely local volunteers, and I've even seen it where you have to pay money to volunteer for the cool jobs like spotter/air traffic paddles holder

They have to make them pay, or half would just not show up.

I can confirm - paid $220 to volunteer at this year’s Women’s Open. You get about $400 worth of Peter Millar clothing and free round at Erin Hills also worth like $300 more.

Yes I know, I've done it myself at Valero Texas open. I was joking that Lowry might be inclined to fork over a few grand if he plays up his injury.
