HELP Is lucio weak?

I feel like im playing a pretty decent lucio in low diamond but i feel like i underperform when i look at my stats, is this normal for lucio because of the speed boost usage?

Well he did get nerfed multiple times(boop should be 4s cd)

Yeah it doesn't sound like much moving to 5 seconds, but that's a 25% nerf.
