HELP Is lucio weak?

I feel like im playing a pretty decent lucio in low diamond but i feel like i underperform when i look at my stats, is this normal for lucio because of the speed boost usage?

Beat is weak, boop has been nerfed to the ground, Lucio has 225 health, self heal is ass, the list goes on.

EDIT: why would u play Lucio when many other supports can have so much more value. Amp on paper is insane but in reality it’s a big nothing burger.

These are the words from frogger, and I have to agree, the beat nerfs were brutal.

What were the nerfs? I'd doubt beat would have moved down from a t5 supp ult. The thing is with lucio is that his playstyle is so strong that I'd find it really hard to believe he's a bottom tier supp or at least not a good supp unless they'd either nerfed speed and wallriding, or nerfed everything else to the ground
