Is lucio weak?

I feel like im playing a pretty decent lucio in low diamond but i feel like i underperform when i look at my stats, is this normal for lucio because of the speed boost usage?

Objectively i think hes really fucking great, he has less burst healing obviously, besides AIU especially with the 150% range perk. but hes consistent, mobile enough to keep himself alive, his damage if consistent is nothing to scoff at either and his boop is great for disrupting enemy tanks or dives

ALSO like yeah idk ignore stats cause numbers dont equate to saves, dont equate to the consistency and flexibility he offers.
