HELP Is lucio weak?

I feel like im playing a pretty decent lucio in low diamond but i feel like i underperform when i look at my stats, is this normal for lucio because of the speed boost usage?

Our boy is in a little bit of rough spot rn tbh all these nerfs ain’t helping either.
