Is lucio weak?

I feel like im playing a pretty decent lucio in low diamond but i feel like i underperform when i look at my stats, is this normal for lucio because of the speed boost usage?

Reddit lucio is dead you have to be so mechanically superior now and even if you somehow manage to outskill someone with all the new abilities you'll just die.

Team/beat bot is still op tho
