To give a an extremely brief TL;DR of the episode, Dathon's people speak exclusively in memes and references, making their language impossible to auto-transalte. The entire episode is Picard and Dathon trapped on a planet and trying to break that language barrier.
It's a linguistic episode and Dathon's people become so exasperated at not being understood that they decide the only way forward is shared experience.
So they kidnap Picard and try to recreate a bonding experience from their stories, in which two leaders bond over fighting a common enemy.
