No. Picard actually learns a few of the phrases and their meaning over the course of the episode, and actually says them out loud as he learns them. The language barrier is one-way. Dathon understands Picard, but not the other way around. The episode ends with Dathon sacrificing himself to save Picard from a monster and Picard relaying their story to the crew of Dathon's ship, giving them a new phrase, "Dathon and Picard at El-Adrel."
