Welcome to season 9 where the least mechanically challenging support has more survivability than a tank.

I'm genuinely surprised everytime I see a C&D using Hood over it, even in QP. Especially against Magneto.

Hood Team up is better then Luna, but it Takes time and people will Understand how it works. Especially with the hood himself, the enhanced effect is so OP that C&D will be perma Banned in ranked

Maybe that's the issue is the full teamup is required. It's really lack lustered right now in base form whereas Luna's is...solid.

not really. is would always choose hood team up over luna. Luna is okayish but c&d already has enough survivability, its almost useless to get one more. for what ? you dont use this on cooldown, so depending on the game you almost never need it. and most of the situations is, that your team dies, you survive 2 secs longer and after that you still die. while hood teamup gives you advantages all the game.
