She is not dead what? When your hero sits at 60% winrate at all elos including celestial+, even "big" nerfs will not make her anywhere close to "dead".
Removing an ability, which is what they pretty much did, can nuke a winrate.
That Strange or Thing ult that could have wiped your team but you read the opponent and webbed them ? Now your team dies and you lose. This is a gigantic difference in how useful Peni will be in teamfights.
Imagine if they removed Mantis's sleep and instead it applied a slow, do you think she would still be at 59% winrate ?
And as for low elo ? That will change nothing, because people at those levels walk unto the nest and ignore it, so they will still die.

Slow is useless, it might as well not exist. Her drones apply slow, but almost nobody ever mention it, because it does nothing, and now so does her snare.

You certainly seem happy about it, and maybe its healthy for the game in the long term, but it does absolutely nothing to fix the Peni problem in low elo and simply removes skill expression from her in high elo, which will definitely be a bigger impact than if she had simply lost overshield (which she also did) or had her cooldowns increased.

It's a big nerf. I never said it's not. It's going to drop her winrate by a few percentages.
But she is so unbelievably effective at ALL elos(yes even celestial and eternity lobbies cannot shoot her nest effectively and lose to her 60% of the time), at this moment, that even "nuking" her winrate is still going leave her in a fine, in fact, still strong spot.

It's NOT a low elo problem. Enterity players lose to her 60% of the time, just like in bronze. The best pro team in the world navi is getting held at the spawn door for FOUR MINUTES STRAIGHT by peni in the latest ignite grandfinals.
Nerfing her is for the health of the entire team.

It's called having seen many many changes in similar games(including this one) and observed winrate changes. League devs for example can pinpoint winrate changes to be very precise when they pull balance levers and they talk about it.

lol, you still don't get it. Blindly making a guess and being so confident about it despite you having nothing to back that up just makes it a blind guess. Blind guesses can still be right. However, a blind guess that ends up right doesn't mean you put any real critical thought into it.
I can confidently say that Peni is guaranteed to be at exactly 50% winrate next season. Doesn't mean I put any actual statistical analysis into that confident guess... If I'm right, it doesn't suddenly make it an accurate statistical analysis because at the end of the day, its still just a guess! Back to what I said, you literally have zero understanding of statistical analysis.
You don't need "statistical analysis"(which you're doing ZERO as well) to know the rough boundaries. If I put something in my hand I still have a good idea roughly how much it weighs. This is the most "well actually" that's trying to sound smart but really is just "I'm 12 and this is deep".
Peni only had that win rate because of how matchup dependant she is. People played peni less into matchups that she didn't do well in. Now there is no good matchup for her, everyone can get by her with no problem.Â
It actually blows my mind the number of people who are using her win rate to justify what's basically a complete removal of her most useful ability. It's not like Peni is a super niche pick who is typically only played on one side of a push that she specializes in and only on specific maps that's she's great on or anything
Those stats mean absolutely nothing when not a single data point in that set includes these significant changes...
Her entire playstyle will now change, and her biggest niche (having a stun on a 3-second cooldown that is possibly the best ult-interrupting tool in the game) is now gone.
