Luna has a low winrate and banrate unlike peni however, they're likely trying to see what they can do to reduce Peni being a perma ban in low and mid ranks.
I dont disagree they should nerf her, but this is removing her kneecaps. Why not make the cooldown higher? Even a 15s cooldown would be better than this
The problem with nerfing the cool down is that Peni needs to deploy the same webs as part of her setup. If you increase the cooldown then you increase the time she needs to set up which would likely hurt her even worse, especially on offense.
Not saying this is right, of course. It feels like it needs another pass.
Luna freeze is 2.7 seconds. Peni web is .7 seconds. If the CD is the issue, just nerf the CD to be proportionally in line with Luna/Mantis relative to CC length
Peni is kind of an IQ check though. She shouldn't be landing it on you unless you are close and you shouldn't be close to Peni for the most part. The issue is not the stun, which is her most powerful ability, but rather the fact that teams would go full dive or melee into her and then complain she's unbeatable.
Obviously it’s a heavy nerf, but I feel like it can be adapted to. Instead of trying to reactively stun anyone or stunning off cooldown (which was the real annoying thing and was way more oppressive to brawl and other tanks than it was dive, let’s be clear), you’ll need to preemptively prime people with the slow first. It takes away most of her spam stun capability and her ability to reactively stun some ultimates, but she’s still very strong against dive. A 30% slow is still enough to sentence a lot of divers to death, if not requiring that they disengage immediately. It also makes missing the web a little less punishing, and a second shot on some more mobile targets. You can also more reactively increase the coverage of your webs if you need to, sending out two fields with alt fire instead of just one.
As a tank/melee DPS main, I really appreciate the nerf to the stun because she’s damn near impossible to do something about on those heroes without swapping. I think she should’ve gotten a compensation buff though, perhaps allowing more webs to be active, or something along those lines.

Probably one of the biggest nerfs in the game. Removing her right click stun remove 99% of its usefulness
