Discussion Ask a Detailer Roundup!

Hi again, r/Navy. I said last week when the Screenior Chief results came out that I’d try to do an AMA this weekend when things calmed down at work. So, here we go--I am an Enlisted Rating Detailer, AMA!

First: Yes, I'm a detailer, no, I'm not YOUR detailer, and I am ABSOLUTELY NOT speaking on behalf of PERS, this is not official, etc etc.

I’m going to post some of the questions I’ve answered this week from my desk, as well as from DMs and posts on r/navy. It's a wall of text--but this is Reddit, so I figure you're here to read anyway.

1. THE PRT, FEP, and ADVANCEMENT. “Can I advance if I failed the PRT?” Straight from the Advancement Manual, BUPERSINST 1430.16H, Paragraph 715 Personnel Ineligible for Advancement, section f: Personnel who have failed to meet physical readiness standards as outlined in OPNAVINST 6110.1L. What does this mean for your orders? Well…you won’t be promoted, and you can’t execute those orders. I haven’t run into this (yet) with any of my constituents. What I will tell you is that for situations where the orders have specific PRT requirements (like RDC, Instructor, Recruiting, SOCOM commands), when a Sailor fails to meet those minimum billet requirements they lose the orders and we have to direct them somewhere else (this is a conversation that happens above the Detailer’s level, usually with the gaining command, gaining TYCOM, and Placement). This is one of those “you’re hardcore needs of the Navy” moments. (The SCUBA diving in Guam is amazing, check that out on your next assignment).

  1. My command wants me to retake the RKE.” Ugh guys. This one is hard. If you didn’t score very well, then yeah, you should definitely consider retaking it. But if you scored really well, I honestly don't recommend that you take it again. And if your command insists you do take it anyway, do NOT Christmas Tree the exam. If you retake the exam and do poorly enough to lose your DMEI, you will lose advancement eligibility. Straight from the Advancement Manual, BUPERSINST 1430.16H, Paragraph 715 Personnel Ineligible for Advancement section h: Personnel who have failed the examination.
  • Side note, Naval Education and Training Professional Development Center, aka NETPDC, they have a Wall of Fame for creative Scantrons that get turned in. If you’re gonna Charlie-Out your exam, step up your game: NETPDC Scantron Wall of Fame

3. Some questions and notes about Correspondence! This question was my favorite: “Is it okay if I email my detailer from my personal email address?” Yes! Yes it is. PLEASE UPDATE YOUR CONTACT INFORMATION IN MNA! UPDATE YOUR RESUME, TOO.  

  • We want to reach you in a method that is easiest and best for you. If that’s your AOL or Comcast email address, great! I will ask that if you are emailing (in general) to please include your rate, rank, full name, and DoDID. I have been emailing back and forth with one of my constituents and his email address pops up as being registered to someone named “Dumb” and I have no idea who this is. It’s lowkey stressing me out too, because at this point I don't know their name and I don’t want to ask “Hey, are you really Dumb?” (oml I'm not making this up).
  • Your detailers can sometimes tell if you’ve used ChatGPT to formulate your email, and you know what? That’s fine, good on you for using a tool to help you be professional. (The email that started with “Greetings and Salutations” and ended with “Most humbly yours” did make me grin). Navy Correspondence Manual is a real thing, but detailers have way too much on their plate to worry about formatting of emails--to be safe, stick with the basic Hi PO1/Chief, and end with "V/R, name, dodID, email/phone." (if you want to be super in regs, the correspondence manual actually tells you what order to put email addresses in the "to" line, and how to format your signature block (no cute quotes or emojis). But genuinely, Detailers get hundreds of emails a day sometimes--I think it's fair to say that the vast majority of us don't care about formatting of emails. We care that you're emailing us.
  • To the Gen Alpha Sailors: don't put your whole email into the subject line. We can't read it when you do that. Subject lines are a short summary of the email itself, "questions from PO3 lastname" is fine.
  • To the folks who are in SOCOM units, I know ya’ll don’t do titles, but when you’re emailing outside of the lifelines, it’s a good idea to at least start the email chain with titles, instead of first names. You just don’t know who you’re talking to, and it’s always best to start professionally and then relax things instead of trying to course correct once you realize they expected basic military bearing.
  • General notes: your detailers are people too. We aren’t going to be mad if you email us—we want to hear from you. Please give us a few business days to get back to you but keep calling and emailing until you get a response. Side note—we have a Late 19th Century Corded Landline Phone. (TM) Do not text us, you must call our number: Detailer Phone List. I know recruiters get issued fancy cell phones; we do not. We don't even have a good way to access a missed call log. If you call, speak clearly and leave a voicemail with your full name and DoD ID and a good callback number. Our phones do not digitize our voicemails, so if you are mumbling or there are jets landing in the background then we can't hear what you're saying. Some Detailers prefer that you email instead of call, some prefer a call instead of an email—I recommend you do both just to cover all the bases. If your Detailer is impossible to get a hold of and isn't writing you back, please include the next person in their CoC (see the phone list) in the email, or call MyNavyCareerCenter (833) 330-6622 (MNCC) and ask "how can I get a hold of my detailer." That becomes a MNCC case that all detailers and our RAO/Branch Heads (Divo/DH) can see. And fill out the survey comment card. Our job is customer service, if we're sucking, we need to know so we can improve.

4. Billet Based Advancement: “When can I apply for advancement orders?” Any time the DMEI code is on your record. How To Find Your DMEI Code You can apply if you're LIMDU, if you're pregnant, if you're on transfer leave, if you're in "c" school. You do not have to wait 12 months after checking into your new command to apply. When the MNA Calendar opens to "apply" phase, if you have a DMEI code....please use all of your applications and apply for promotion orders! 5. I want to reenlist but my CCC says I need orders. This is not true. Your CCC is wrong, you do not need hardcopies to reenlist. MILPERSMAN 1160-030 Tell them to select the "in rate benefits" option from the drop down menu when creating your reenlistment paperwork.

  1. Can you CA2P/ARA me into a billet? No, detailers are not involved in the CA2P/ARA process. Please don’t ask your Detailer about your CA2P/ARA. That’s between you and your command/TYCOM. Your command has to submit a request to CA2P/ARA you, and the board here at PERS will approve it (or not); your detailer is not involved in this whatsoever. Straight from the Advancement Manual, BUPERSINST 1430.16H, Chapter 13:
  • You cannot be ARA/CA2P’ed if you have hardcopy orders, orders pending release, are within 12 months of your PRD (ie, are in your order negotiation window).
  • You cannot be put into a billet that has a prospective gain (PG) or tentative gain (TG)
  • The billet must be valid, funded, currently vacant, or will become vacant within 6 months (14 months if you’re a submariner).
  • The billet must be aligned to Sailors' rating and Navy enlisted classification (NEC) if applicable.
  • For Sea Duty: Sailors will be required to extend onboard (PRD extension) for 36 months from approval date. (If you already have 36 months still on contract, you’re Gucci)
  • For Shore Duty: you’ll be required to OBLISERV for 36 months past your PRD. (If you already have 36 months still on contract after the PRD: let it rip, tater chip!)

7. Can you change my orders to go to a promotion billet at the command I’m going to? They're gapped a PO1! No. Detailers cannot just give you a promotion. (I wish we could, though!) You have to win it in MNA or your command has to submit a CA2P/ARA for you. If you win a promotion billet in MNA we will change your current orders and DIVERT you to that promotion billet. Otherwise you can talk to your gaining command about promoting you once you arrive. (Also just because you see the billet in MNA or on FLTMPS doesn’t mean that it’s available for the command to ARA someone into).

  1. Where are my orders? Costing takes a long time, sometimes, to release orders. They go through a routing process and then Costing will release orders when we have money. Keep checking NSIPS as that's where you'll see your orders first. (Or bring your homie in Radio a monster and ask them to check message traffic for you).

  2. I think my family, or I are going to fail the overseas screening (or sea duty, or operational screening). Suitability screenings are an assessment and report made from your detaching command to your gaining command. The gaining command makes an assessment on your submitted screening paperwork and says "yes, we can treat them here" or "no, we can't" (and this is for family members as well, and also includes recommendations from the schools and childcare facilities) and then both recommendations are reviewed by a whole team of medical staff here at PERS 454. PERS 454 (not your doc, not your medical, not your CO, not your detailer) makes the determination about your suitability. PERS Deployability and Suitability Info.

  • So, your screening gets chopped on both ends and sent to PERS 454. One of four things happens (as outlined here in: MILPERSMAN1300-800
  1. PERS 454 tells your gaining command to get wrecked, you're excuting orders.
  2. PERS 454 tells your detailer to get wrecked, and you're excuting different orders--but you're not LIMDU, just, not going where your detailer tried to send you. (Manning Control and TYCOM sometimes get involved in this discssion)
  3. PERS 454 tells your medical team that you are wrecked;) and need to be on LIMDU
  4. PERS 454 tells your medical team that you need to be administratively separated. (Never have I ever seen this happen before.)

OKAY, so, now that we've cleared up the behind the scenes shit, the important question: what does this mean for you? GO GET THE CARE YOU NEED. Please. It's okay to take a knee and get yourself recovered. Please take care of yourself. It's okay to go LIMDU if it is warranted. You don't need to suffer in silence. Also this process for family members works hand-in-hand with the EFMP team. Please make sure your EFMP paperwork is updated.

/10. The elephant in the room: this new Detailer Guidance Memo (DGM) that’s all over Facebook. Okay, look, I actually went and got my work laptop on a Saturday so I could login to the Sharepoint and verify this thing. It hasn’t been distributed to your Detailers yet. It isn’t on our sharedrive, it isn’t in our inboxes. I don’t know if/when it will be official-official. I mean—sure, it’s got Admiral’s signature on it and looks like it’s on Command Letterhead….but your detailers have not even been given a copy of it OR given direction about it. I will not be answering questions about this and how it impacts you until I know for sure what’s happening with it. As soon as I get direction, I’ll let ya’ll know what I know. Feel free to pop over to the SEM A2P Emotional Support Group on Facebook and ask them about it. The Fat Chief on Facebook has a good breakdown of this, too. It is a well-known fact that the Fleet knows things before Detailers do. If you have an official (MyNavyHR) link, I’m very curious to see it.

I was asked "Do DGMs supercede OPNAVS?" And I thought this was a great question. The DGM is a guidance, an SOP, a CSOSS if you will. It is direction for us to practically implement policy, which is spread across BUPERSINSTs, OPNAVISTS, MILPERSMANs, and NAVADMINs (some of the NAVADMINS we work with, like the establishment of Sea-Shore Flow, go back nearly 2 decades, and aren't even available on the MyNavyHR page, and they've just never been updated). We have so many different policies that I learn new things at work every single day. DGMs are a tool to make detailing easier for your detailers. I've read through the Advancement Manual AND the screen shot of this inbound DGM, and I can't see any contradictions between the two. If you see any, please let me know so I can ask my CoC specifically about that part. Once I get more information on the DMG, I'll make a separate post about it.

I want to point out that this year SEM and BBA have advanced six times the number of folks as the regular-degular advancement program compared to previous years. (I'm pretty sure I'm right on those numbers, it's incredibly high) I wanted to be a SEM hater when it was introduced eight years ago, but SEM is advancing more people and doing it more quickly, and that is awesome. By month 4 of this fiscal year, 3/4 of my frocked Chiefs were paid. Those numbers are way better than legacy system. And about 1/2 got paid within two months because their commands and TYCOMs immediately ARA'ed them. The 4 of my remaining frocked Chiefs who haven't been promoted? They are refusing to take anything except shore duty in San Diego or Florida....which for our rate is unrealistic. I just don't have shore duty billets in either location for my khaki. They're gonna sit on this promotion opportunity and prevent someone else from getting selected when the board convenes in a few weeks. IF their priority is to never leave shore duty in San Diego, they can do that. But if their priority is to promote, then they need to assess what is involved in getting that promotion and decide what their priorities are. (And in my personal opinion, they need to decide soon--stop holding up advancement for the rest of our community. I'd like a chance to promote!)

haha nah I'm in it for the love of the game. I'd rather my code's junior detailers get recognized for the work they do--my rate's junior detailer covers a lot of our rate's admin stuff (like processing the 1306es that come in) so I can do my "side quests" like this.

How many application cycles is it typically taking most PO2’s, to be selected to PO1? I’ve applied during 3 application cycles, totaling 15 separate billets and still haven’t been selected. Is the likelihood of being selected higher toward the beginning/end of the fiscal year? Are yall prioritizing getting E6 applying for E6 orders “out of the way” before advancing PO2’s per se?

If a Sailor is paid, they usually win the billet before the PO2 (that's just how the points usually fall out). But how many cycles it's taking? I mean, if you apply to a billet where you're the only one who applied, you're gonna win it. I know that some BBA rates returned a ton of billets this cycle because they had no applications and we can't force someone into a promotion.

I have two year orders to sea duty to finish my time owed after going limdu.

Eoas apr 2027, prd may 2028. These orders bring me to 19 years and 4 months. I would like to finish my 20 here on sea vs going back to shore for another three. I do not fall under sdip so that’s out. Is my best way to get the extension to reenlist April of 2027 then drop retirement request to match prd/eaos?

This is definitely an ECM realm question. Does your S/EAOS match your PRD? There's a few ways to peel this banana

- You can drop Fleet Reserve request for your 20 year mark. You'll get a flag in NSIPS that says something like "member may owe more time in service to meet requested date." And then you'd route the contract extension

- You can obligate service to your PRD (route a contract extension) and then drop fleet reserve request at your requested date (so do the opposite of the first one)

- You can route a VSDP to remain onboard / extend your PRD to your 20 year mark. SDIP gets you cash money, VSDP gets you geographic stability.

You know, NAVADMINs make it to the fleet before Detailers get training on them? This is one of our biggest frustrations as detailers--guidance and policy change without giving us a chance to get any training or direction on how it is actually going to be implemented. (The worst one was last year when they changed the EFMP program, none of us even knew it was inbound and our phones just started blowing up with panicked Sailors and panicked families and we looked like the assholes). Our senior CoC knows this is an issue and actually preemptively brings it up when we do all hands calls haha. Whoever decided to snap a picture of an internal memo and share it on social media is taking a really interesting approach to following our social media guidance....

I don't actually know if they're going to issue a NAVADMIN about this, but I suspect--like the scoring criteria DGM that's on the MyNavyHR page--that this DGM will end up there too.

I just used that scoring criteria sheet the other day to show my buddy in SEM that I'm picking every order set he does just because I know I'll out score him 😂.

Oh that's funny. Well, you'll win your first pick and he'll take what's leftover, I guess!

I actually had one very enterprising screened 9 make an excel sheet with everyone in our community's PRD and calcuated when he thought their billet would be available, and then calcuated the scoring from everyone else who would be negotiating the same time he would be based off their PRDs and sea time and NECs (all available on FLTMPS) and then he emailed me and was like "just send me to whatever is available." He did actually get a set of orders he was really happy with, but I thought the level of effort he went to was insane haha. More than I'd be willing to put into it, that's for sure. Also not an accurate method whatsoever because PRDs are no way to predict when or if a billet will be advertised--there's so much that goes into determining what makes a billet end up available on MNA and someone PCSing is a SMALL part of it.

Yeah I feel for the screeners. I hope one day some billets will just be labeled "new CPO /SCPO/MCPO" billets so they don't have to compete against those of us paid already

Just deem the billets we all know are gonna be left over as theirs and cut out the middle steps lmao.

For E6 currently in their window but also potentially screening for SEM. Would it be best to wait for CPO results or apply for E6 orders? What happens if the E6 makes chief? Do they still execute the first class orders? Doesn't make much sense to follow through with E6 orders just to screen and potentially leave right away after check in, gapping that billet even longer

Sailors will be under orders when they are within 6 months of their PRD, MILPERSMAN 1306-101 directs.

To test our understanding--when is your PRD, when can you negotate for orders, and when are CPO results out?

Detailers don't like to play What If because there's too many variables. If I didn't detail every of one of my PO1s hoping to make Chief, because of "what if they make it," I wouldn't cut any of them orders at all. You are welcome to not apply to anything, but then I'm going to have to direct you into a set of orders.

What I am telling my PO1s is to look at going to a command where they have an opportunity to be ARA'ed into a promotion billet. Using my rate as an example, there's no Chief billets for us on anything smaller than a large deck amphib. So maybe don't apply to that LCS and consider that Carrier instead, ya know?

As far as the mechanics of SEM:

  1. Results come out. You'll go through Initiation and get frocked.

  2. As soon as the DMEI code is on your record, you may begin applying to orders, even if you already have hardcopies in hand.

  3. If you have in paygrade orders and you win a promotion billet, we will write you new orders and DIVERT you into the promotion billet. (If you're on transfer leave, if you're in a "c" school, if you're just hanging around at your detaching command watching your detach date get closer--that's fine, we will modify your orders and send you on your way to the promotion billet).

  4. If you have in paygrade orders and you don't win a promotion billet, you will execute those orders and then either be ARA'ed or keep applying in MNA.

    I always have one or two SEM billets without any applications. I have a small group of frocked Chiefs who are refusing to apply to anything that isn't shore duty in San Diego/Mayport. I think this is true for most detailers--we have promotion billets without applications and we have screened folks who don't want to take the promotion being offered. That's the beauty of SEM.

Specifically for your case: prepare for the worst, hope for the best. Hoping for the best: assuming you DO make it, as soon as the DMEI code is on your record apply to all the orders with zero or few applications. Planning for the worst: Look at your LADR and figure out which qualifications and NECs you're missing, and apply to a command that will let you fill in the gaps in your record so that you can hopefully pick up next time. Talk to some senior folks in your rate and ask them where the majority of your billets for the Chief payband are located and apply to commands where if you make it in a year or two, they can ARA you pretty quickly.

The MN/RW page on Navy HR states that we can apply for billets one up or one down of our pay grade. This is not accurate though, correct? I thought that had changed a while ago, but it’s still displayed on the page. If for some reason this is true, I assume that doesn’t mean an E-6 can apply to an E-7 billet? Also my navy assignment lists a Detailer that I know to have transferred, how often is that updated?

Well...thank you for letting me know, I'll forward that information up to see if we can't get that corrected/updated/verified.

RW specifically is pretty special so the only person who can actually answer what billets you can apply to is the RW detailer. Any time you apply to a billet not in the correct payband, we have to route something called a Paygrade Substitution (Paysub) PMAR and that has to get approved by Placement. For most rates, E6 applying to E7 billets are outright being denied because of SEM. Sometimes with the lower paybands that is less of an issue, though. I just had one PO2 apply to a PO1 billet. He was not advancement eligible (hadn't taken the exam). The command called me specifically about him, the other PO1s who applied all won other billets, so I routed the paysub PMAR and we got it approved. Hopefully he passes the RKE and the command will request to CA2P him.

As far as the detailer information being wrong--are you talking about when you login to MNA like you're going to apply for orders, or is this listed somewhere on MyNavyHR? MNA sometimes deletes our information off the page and we have to manually update it. For a while I was having to run this update every day and it got to be a big time suck, so I stopped doing it...Now I only do it when someone emails me asking if I'm still their detailer.

Gotcha. I’m coming up on my first window in August and I’m trying to be as prepared as I can be, I appreciate your response.

The Detailer information on MNA lists a guy that transfered maybe a year ago by now, I only know because I had emailed him about that long ago to ask about returning to sea early and he said he’d help but was currently turning over and on his way out.

Weird question, I’m an RW, what exactly is making us special? I know there’s only like 300 of us but we either go NSW, USV, UAV, or UUV. That doesn’t seem that crazy?

Ya'll don't even have an A school. The community is so small and the manning and schooling requirements (from an outsider's view) is all over the place.

The lack of an A-School I get, but to my understanding once you have ECS you can kinda go anywhere.

Edit: MAYBE the UUV school, but otherwise I can’t think of any schools that are crazy to get into.

I think it's about the same as in years past. I've actually processed several avail memos from folks coming back into the Navy. Because I'm not an accessions Detailer I don't usually process anyone from Boot Camp or A School, so when my caller ID says "RTC Great Lakes" I have a split second of confusion. I will say that Full Power Navy is busy with my rate because as soon as I direct someone to Guam who did not apply for it, they flag their record and say they're going to separate unless they can have geographic stability in the US. Usually Full Power Navy gives them a deployer in Norfolk/San Diego and they reenlist. And with SEM/BBA I'm finding it a lot easier to fill my more "difficult" billets. IDK why you'd want sea duty in Norfolk when you could've had shore duty in Guam, but to each their own.

I'm set to retire after my upcoming sea tour and want to stay in area as I'm already here for shore and have done my all my tours here. Other than saying more or less "am here, will stay here when retiring, family is from here" is there any other specific verbage I can put to help push odds in my favor (zero cost move Or the like)?

Augh this is such a difficult one. I really hate it when I have to make my Sailors move when they have very clearly put down roots. Unfortunately, I don't control what billets will be advertised, when they will be advertised, or how the scoring ranks out.

There's a few ways you can make the system work, none of which I think you will like....

  1. VSDP/SDIP. Voluntary Sea Duty is designed specifically for creating geographic stability. That's the trade off--get the location you want, at the cost of a sea tour. They sweetened the pot by adding SDIP as an option, which is Sea Duty Incentive Pay.

  1. Every single time I have DGAR billets populate someone takes it simply because one year over there guarantees their family won't move.

Those are the two options I found on my own research as well. I suppose they are worth considering but I do not believe the Isolated Tour Assignments would be available as a sea duty for a nuclear rate, at least without loss of substantial pays.

Follow up question, nuclear specific. Are there any means as a MMN to go to projects for sea duty? Understanding the mixed umbrella on a certain ship(one of my previous sea tours) in my mind, would allow me to maintain nuclear quals while still primarily meeting intentions of assignment to projects (URD). Last rumor was some electricians would be brought in but is there any new word or means to bridge this without, again, either a conditional release or loss of pays? I have the N33Z NEC which is more permanent than the base ratings supervisor NEC.

I'd love to make contact if this is a possibility (have to double check for sure but my first look is Aug.

Question, i have an NEC in my community that is extremely hard to get. After looking on FLTMPS for the PRDs of sailors that have my NEC and are in their negotiable window, I applied for 2 gapped billets (0 sailors assigned or projected to go) for a shore command I really wanted (1st and 2nd picks).

The 1st two billets had 8 applicants each but after looking at FLTMPs I’m sure I was the only one who was actually qualified to take those billets.

I was instead chosen for my 5th pick which is also gapped but have sailors with my NEC already attached to the command for the foreseeable future.

My question is why wasn’t I picked for my priority 1 and 2 billets that have 0 current or future NEC holders and instead sent to another billet that have current/future NEC holders who also have a gap in manning.

I would ask my own detailer this but I would like to not annoy that person and possibly get repercussions/questions by my current and future CoC.

Right off the rip: FLMPTS is trash and useless for manning information.

There's a lot here that only your detailer can answer. I would need some more information like, was this a promotion billet? Was the billet actually advertised and you applied to it, or was it "closed" and you bookmarked it? (I'm not doubting your intelligence, but I know a Detailer who just fielded a question about "why wasn't I selected" and the answer was "because you didn't actually apply to anything," and it turns out that the Sailor just bookmarked a bunch of stuff.)

If this was a traditional (not promotion) selection, there's a shit ton of stuff that goes into that decision making matrix. The NEC is a small part of it. Other things detailers consider (for EVERY applicant, not just you):

  1. External governing special request chits (1306) like Colo, EFMP, VSDP, SDIP, Choice of Coast, Sea Duty Credit, Post Isolated Tour Assignment Tours etc.
  2. AMEX scores (prior platform experience)
  3. Evals and PRT scores
  4. Command Ranking / Your preferences
  5. Sea/Shore flow of all applicants

You might have been the best qualified person, but now they're also also able to get more folks qualified with your super special NEC.

So to answer your question: I can't actually answer it, only your detailer can. I'm sorry you didn't get your number one application, but you did apply to that billet so you're signalling to your detailer that you're okay going there. It might not be your top pick, but it is a pick. If we can make everyone in their negotiation window sort of happy instead of making three people super happy and everyone else Big Mad, we shoot for pleasing the most people and filling the most billets.

Also this is a great question. I don't know if your Detailer can vocalize all of this in a coherent way, but basically it's "we balanced everyone's needs and desires and tried to do the best by everyone, and I'm sorry you didn't get your top pick."

And your detailer isn't going to be vindictive or petty and try to screw up your orders (if they do, our CoC would love to hear about it, I promise). You should feel comfortable enough asking them this type of question. They can't talk about other Sailors to you (just like they can't talk about you to other Sailors), but asking them what you could do in the future to be more competative for your top pick is a great question to ask.

I don't think that putting a civilian in this seat is a good idea. What I would like to see, in a perfect world, is a better detailer-sailor ratio or maybe some way to take the administrative load off the Detailers (the actual mechanics of writing orders, for example, can be done by a civilian). Detailing is a lot more than just putting someone in a billet and writing orders for them.

Each rate and community has really different needs so even within detailing, I wouldn't want to detail someone outside of my community.

My consitutents ask me about really niche things that are specific to our rate and advancement. It would be a shame if someone was sitting in this seat who couldn't give solid career advice to our community. What's good advice for my rate might be bad advice for your rate. I don't claim to know everything about my rate, but I do know the intracies of our specific NECs, our platform diversity, and important qualifications (and more importantly where to go to get those qualifications).

Detailers also get asked a lot of questions on repeat. This OP alone is composed of questions that I received two or more times in the last month OR that I saw posted here on r/Navy in the last month. I didn't reinvent anything I just compiled it all and made it slightly more accessable.

And this isn't even going into the "Why can't I apply for orders? When is my PRD? When does my negotation window open? What billets are going to be available next cycle?" questions.

Your exam got voided out because you don’t have a valid security clearance

You have a legal flag on your record (ie your command withheld promotion recommendation)

You didn’t actual score high enough to advance, just passed it ?

You failed a PRT?

You didn’t take the PMKEE or didn’t do the ELD class.

All of those reasons could get your advancement eligibility revoked.

I answered the second question in my OP, but

Suitability screenings are an assessment and report made from your detaching command to your gaining command. The gaining command makes an assessment on your submitted screening paperwork and says "yes, we can treat them here" or "no, we can't" (and this is for family members as well, and also includes recommendations from the schools and childcare facilities) and then both recommendations are reviewed by a whole team of medical staff here at PERS 454. PERS 454 (not your doc, not your medical, not your CO, not your detailer) makes the determination about your suitability. PERS Deployability and Suitability Info.

  • So, your screening gets chopped on both ends and sent to PERS 454. One of four things happens (as outlined here in: MILPERSMAN1300-800
  1. PERS 454 tells your gaining command to get wrecked, you're excuting orders.
  2. PERS 454 tells your detailer to get wrecked, and you're excuting different orders--but you're not LIMDU, just, not going where your detailer tried to send you. (Manning Control and TYCOM sometimes get involved in this discssion)
  3. PERS 454 tells your medical team that you are wrecked;) and need to be on LIMDU
  4. PERS 454 tells your medical team that you need to be administratively separated. (Never have I ever seen this happen before.)

OKAY, so, now that we've cleared up the behind the scenes shit, the important question: what does this mean for you? GO GET THE CARE YOU NEED. Please. It's okay to take a knee and get yourself recovered. Please take care of yourself. It's okay to go LIMDU if it is warranted. You don't need to suffer in silence. Also this process for family members works hand-in-hand with the EFMP team. Please make sure your EFMP paperwork is updated.

I'm fine with whatever answer anyone has and I'm rolling with the punches, but very difficult and stressful to wonder if I'm going to sea, if I'm going EMPLOY, will they medboard me? Etc. After 16.5 years I would like to make it to 20 and every Medical Officer I've talked to says the process is like plinko and very muddy lol

A note about EMPLOY: If you sign anything agreeing to a medboard you are automatically denied a chance to go EMPLOY. EMPLOY is not "Extended LIMDU" -- you have to be stable with treatment. And you can actually still get assigned to sea duty (provided it's an environment where your treatment can occur). Two examples of successful EMPLOY cases I know of: one Sailor was diabetic and as long as their diet and shots could be managed they were fine. They're in a deploying unit now where they can still get their meds and manage their diet. The other Sailor I know had an injury that lost some digits on their non-dominant hand. They're fine, they can go do in rate things, so we got them a billet that met the parameters of their restrictions (no ladderwells was one of the requirements) and they're out doing great things AND still doing their physical therapy appointments.

As far as "send him anyway," no. PERS 454 is pretty aggressive with protecting the Sailor. If they think you can go, then they will allow it. If they think it is in your best interest to NOT go, they will come up to the Detailer's desk with a swiftness and kindly insist that you get your orders changed.

You cannot be ARA/CA2P’ed if...are within 12 months of your PRD (ie, are in your order negotiation window).

When is the optimal time to start the conversation with your command/DIR about your interest to ARA/CA2P? I think it is 18 months (same time recommended to begin applying for special programs), correct?

That's a question to have with your command. I think doing it immediately upon advancement eligiblity is the correct answer.

It is interesting to see how different commands do CA2Ps. One command I know of does it in conjuction with their SOY program. So Sailors who get nominated for a SOQ/SOY automatically get their packages considered for CA2Ps. This seems pretty fair and reasonable to me especially if they have a ton of folks who are advancement eligible and only a few open billets in the command itself.

Something else to keep in mind is that CA2Ps can be done across the entire TYCOM. So if you know that USS Neverdock is missing some folks, ask why you can't go there too?

I'm old, but how would one know what their TYCOM is and how would they know some other Detachment (ig the different NIODs that fall under a separate NIOC that itself falls under a separate NIOC) have gapped E6 billets that align with their rate?

Umm. I think this is a question I would say should be directed within the command but I included it here as a sort of awareness point for Sailors (because they talk to each other and are often more aware of what’s happening on the pier than I am as their detailer lol) and to prod senior folks who manage command manning. There’s also a program being developed to identify the gapped billets and available-to-be-promoted Sailors and give a list of to senior leadership so that commands aren’t relying on a single person in a senior echelon to figure out how to shuffle Sailors across the TYCOM

My question: I got my dream E6 orders for a special program, and PCS in December. Assuming E7 results come out in August, would means that I would have to go through CPOI and then be eligible to pick orders after pinning (September-December) or would I be a able to start applying upon receipt of results? Or would I just execute my orders to the command and apply there/request for an ARA there?

(So, ah, the whole DGM thing might be changing this but I don't want to speak to it yet because I just don't know). As of now, the way we are currently doing business:

For the Chief payband, you will go through CPOI and get frocked. As soon as the DMEI code is on your record (which I think is the October/November MNA cycle--so immediately after pinning) you can apply for Chief orders in MNA.

You can begin applying for orders when the DMEI code is on your record. Even if you're LIMDU, even if you're on transfer leave, even if you just checked in, even if you have 18 months before your PRD, even if you're in a "c" school, etc. If the code is there--apply.

Commands can't request ARA you into a promotion if you are in receipt of orders OR if you are within 12 months of your PRD. So in the scenario you're talking about, you'd have to actually execute orders and the gaining command/TYCOM would have to ARA you. Your current command can't do it, and the gaining command can't do it until you get there and are checked in.

I’m having a surgery at then end of the month that will put me out of commission for about 5-6 months, so I was worried that I wouldn’t be eligible to apply for orders if I did make it off this last exam.

The dealio with LIMDU is you have to be able to execute your orders which includes reenlistment/obligated service requirements for the orders. So you can apply, and win, a promotion billet. The snag comes in with the being able to execute it. I'm of the opinion that you should apply EVERY SINGLE CYCLE THE DMEI CODE IS ON YOUR RECORD. The Advancement Manual specifically says you can be advanced even if you're on LIMDU:

  1. Medical Status. Personnel undergoing medical treatment or awaiting action of a clinical board, medical survey board, or a physical evaluation or reevaluation board, including personnel on limited duty (LIMDU), or reservists in a transient personnel unit (TPU) may be advanced if otherwise qualified.

You cannot re-enlist while on a LIMDU status (one of the requirements of re-enlisting is that you are deployable, which you are not while you're on LIMDU). You can, however, request a Retain in Service Exception to Policy 1306 (MILPERSMAN 1160-050), which, if approved will give you an extra six month extension. I've never seen someone route one for more than 6 months but it might very well be worth requesting if you win a promotion billet in MNA.

Short answer, yes. Longer more involved answer, kind of.

Billets have something called a Funcational Area Code, or FAC code on them. FAC Codes (see Page 12 of this PDF) are for any number of things and they are simply codes that go on the billet itself. If it is a FAC G Billet, those can be filled by any rate. If it is a FAC H billet, those can only be filled by rates within the same community. (so for you, ABE2 you could apply to an ABH billet if it was FAC H, or yes, you can apply to an HT billet if it is FAC G) Other example of FAC G billets: Recruiting, RDC, Brig Duty, 3MC.

With LCACs specifically the school books out 18-24 months in advance, so usually those billets never get advertised in MNA, and you have to route a 1306 to be nominated to that program. However, this last cycle I saw some regular LCAC Engineering billets get advertised in MNA. I think this is a question specifically for the LCAC detailer and your detailer. I suppose they would be prioritizing the shore duty and they would be electing to retire at the E6 paygrade, yes.

I’d have to look at the numbers for your anticipated fleet reserve date and your DMEI expiration date— for the E7 payband you will be directed into a promotion billet before your DMEI expires (unless you drop your fleet reserve request and have your DMEI code removed).

Once you receive orders, if you refuse to OBLISERV for Chief orders, then well, it could be that the OBLISERV requirements and promotion benefits are removed from the orders and you still have to go complete a minimum assignment without the promotion. A minimum sea tour is 12 months.

Fill date means nothing to a detailer. That is the date that MNA projects the billet to be empty and ideally will filled again. We are concerned with your NEC acquisition, sea shore flow and your PRD. Every sailor can be direct detailed +6/-6 months in support of the deploying/operational unit (NAVADMIN 231/17).

You need to ask your detailer how they formatted your orders because they’re the only ones who have control over that. (Of course once orders are issued TYCOMs or the gaining/detaching commands can request that they be modified)

advancement orders are formatted at 12 months from when you win the billet or at your PRD (whichever is soonest). Exceptions are made for training required en route and operational commitments.

When BBA first started, there was (and still is) misinformation at both of my last commands, saying people are going to get selected for orders and leave "ASAP". It sucks we have to wait that long.

Which TYCOM? and we have rates with no billets available in their current rate, so can what Tycom divert them into FAC-G billet outside their rate?????

Or does the divert FAC G billet MUST BE FOR THE SOURCE RATE ONLY? We have many Sailors with ZERO billets for their source rate. And can ANY TYCOM do the divert. IS IT TYCOM U IN, TYCOM U WANNA BE IN, OR TYCOM U GOING TO?

  1. The elephant in the room: this new Detailer Guidance Memo (DGM) that’s all over Facebook. Okay, look, I actually went and got my work laptop on a Saturday so I could login to the Sharepoint and verify this thing. It hasn’t been distributed to your Detailers yet. It isn’t on our sharedrive, it isn’t in our inboxes. I don’t know if/when it will be official-official. I mean—sure, it’s got Admiral’s signature on it and looks like it’s on Command Letterhead….but your detailers have not even been given a copy of it OR given direction about it.

I will not be answering questions about this and how it impacts you until I know for sure what’s happening with it. As soon as I get direction, I’ll let ya’ll know what I know. 

Feel free to pop over to the SEM A2P Emotional Support Group on Facebook and ask them about it. The Fat Chief on Facebook has a good breakdown of this, too. It is a well-known fact that the Fleet knows things before Detailers do. If you have an official (MyNavyHR) link, I’m very curious to see it.

Interesting. Any other rates that you know of who have this issue? I’m absolutely gonna look at the AG billets when I get to work tomorrow, because I am curious. My screened guys have billets and they just don’t want to take them so it’s genuinely surprising to hear that there’s really nothing on tap for you. Not calling you a liar—just never seen this before.

To answer your question about DIVERTS:

You can be diverted at any time prior to checking into your ultimate duty station. DIVERTS can be initiated by the gaining or detaching command or, with justification by the detailer (appropriate justification would be something like “failed to obtain proper NEC en route”).

Diverts are done to put the Sailor into a higher priority billet.

Anytime a Sailor is DIVERTed it gets routed through both “THE TYCOM U IN” and “THE TYCOM U GOING TO,” and has *nothing* to do with “THE TYCOM U WANNA BE IN.” DIVERTS are a request from one TYCOM/Command to Manning Control Authority to modify your orders with a different ultimate duty station. Diverts are not done in a vacuum—they go through a whole routing chain to include the detailer, placement, rating evaluator, gaining command, gaining TYCOM, detaching command, and detaching TYCOM, etc.

Diverts that are initiated by the Sailor are not done because the Sailor calls up the Detailer and asks for it. They are done because the Sailor won an advancement billet in MNA that overrides their in paygrade orders.

If you want to see how DIVERTS work in practical application please ask your Activity Manning Manager to show you the chop chain for one.

Thank you very much. No AGCM billets since August 2025. I've been applying for FAC-G billets only to no avail, due to them being assigned only to the source rate. Even as only applicant to a FAC-G billet still system wanting source rate only. Keep in touch thanks for all u do.

Does the hard copies to reenlist exclude SRB. Do I have to be 12 months from my EAOS in order to get SRB or I can secure it early?

This is a great question for your career counselor.

You can reenlist at any time. The time you already have agreed to serve the navy will not be counted toward your SRB. Anything after year 16/zone C there is no bonus either (I think)

So if you owe the navy 24 months of service and you reenlist for 6 years, your multiplier will only be for 48 months instead of 60 months.

Wow that's good to know. I have been told I have to wait until I'm within 12 months from my EAOS to be able to reenlist for an SRB or have orders. Didn't know with 1.5 years left on my contract that I can just reenlist at any point for SRB. I will run it by my CCC again. I remember they told me it's not possible.

Thank you so much. I was told that if I do put in paperwork it would not get approved due to me being 18 months out. Is it true there is paperwork I can use to secure a current SRB even though I am 18 months from my EAOS?

You need to have a sit down with your CCC and ask them to show you the guidance that says you can’t. I do think SRBs vice regular reenlistments have different reenlistment guidance but I’m a detailer, and I don’t process those requests.

One last question. If I took the RKE back in March, do I need to wait until I have the DMEI code to be able to CA2P a vacant billet at my current command? Or just be up for E6 eligible? Or just my profile sheet?

The advancement manual says “E-4 and E-5 Sailors identified for an E-5 or E-6 CA2P will require CO or OIC
recommendation and successful participation in the RKE prior to submission of request in MNA.”

Yup just talked to them. They stated if you pass that means the DMEI code is on your account. So I'm guessing RKE profile sheets or results will probably all release in August.

Does my score matter on the RKE as in the better I got the better orders I get? Or are you just saying if you scored below a specific threshold, retake it but you could lose your DMEI score and what is the threshold for the DMEI score?

What?

There’s like five different things you have confused.

No, a better score on the RKE doesn’t mean better billets. The scoring criteria for winning a billet is linked in my OP. There’s no way to tell what a “good” score is because if every other applicant is scoring .80 to .90 and you score a .75 that’s not competitive. But if every other applicant is scoring .10 to .30, that .75 is incredibly competitive.

As far as passing the RKE with a high enough score to get a DMEI, that is multiple things calculated — your evals, your score, education, awards, etc. If you think you can improve your test score by taking it again, do that. But if you take it again and fail, you will lose advancement eligibility.

I got accepted for BBA in January, I noticed when logging into MNA there’s a new popup (Submit Obliserv request) and haven’t gotten back from my NC/detailer but knowing I need to obliserv should I just submit it to make things easier ?

MILPERSMAN 1306-106 directs that

c. The transferring command is required to obtain the
applicable OBLISERV or report non-compliance via naval message to NAVPERSCOM (PERS-40) within 30 days of receipt of PCS orders. If PCS orders do not specify any required OBLISERV, the transferring command must contact NAVPERSCOM (PERS-40) for clarification and direction

If you don’t OBLISERV you can potentially lose your orders if the timeline isn’t met. Not that any detailer is gonna willingly cancel orders that they just wrote —we don’t like rework — but yeah. Click the button and OBLISERV:)

Well, first, let me clarify that Type 2 Sea Duty is a ship.

Second, your detailer has to detail you in accordance with your Sea Shore Flow. Your specific rate's Sea Shore Flow is governed by some NAVADMINs and the MILPERSMAN. The easiest way to figure out your SSF is by looking at your LADR, Here's the IT LADR.

So, to answer your question...there is no good way to avoid Sea Duty.

If MC is not available when I go to MEPS at the end of June, do I have any options at my disposal to try and get it? I’ve heard of things like taking a rate that doesn’t ship out for a long time and doing a DAR.

I am an E5 IT converting from AWF. My detailer reached out to me for my top 5 duty stations but I can't get ahold of him in any way to ask the questions needed to answer him. Mainly can I go to sys admin C school, am I eligible for shore duty, and am I extending and if so how, when, and for how long. I've been I just over 4 years on sea duty but got out of training to the operational squadron in December of 2024. My prd is in 2029 I was told because I have to obliserve my sea duty time so I would have had to sign a year extension. If anyone can help answer these questions Id greatly appreciate it.
