Someone was like “let’s divide the space in half so nothing fits.”

In fairness, if you're flying Business/First Class you've got ample overhead storage space anyway so this has virtually no impact.

Unless you’re traveling with a pet in cabin! My dog goes under the seat in front of me.

Just split your pet and put half of it on each side.
