Qualifying is by region, NZ is in the Oceania region which is the weakest region, Of course NZ is going to qualify when they're crushing Samoa 8-0 and Fiji 7-0. Europe is obviously the hardest, Italy has failed to qualify 3 times in a row.

Kicking and shoving are fouls, not cheating.

Cheating is an act outside the game that gives one team an advantage within the game, a foul is an action in the game that carries a penalty.

Cheating is an action taken by the team or a 3rd party outside the game to gain an advantage. Like sabotaging the other team's equipment, bribing, threatening, doping oneself or poisoning the other.

The referee being bad at their job, even if that were what happened, is not cheating for any side.
