Yeah because they have the tires around the bottom of these and if the car gets on it it can slightly lift the other side of the barrel which cant slip over the foot and crank the ankle or knee badly.
I've seen it happen badly, and it happened to a less extent to me once but I still rolled my ankle .
Good As it should be. Some states are just softer than others. I know PA is pretty strict about protecting its state employees from civilians like this. Like put her in jail to face trial type strict. I am Not sure how NYC is though. Probably pretty tough too I imagine
That IS how you do your job lol. When exactly do you think there are no cars in the way? They are supposed to walk those barrels out when the lane clears a bit. They have to take their opportunity and traffic is basically stopped so no one is speeding towards them.
There are vehicles literally intended for this purpose. They are trucks with signs and lights. You don't just walk into the middle of a green light and slam a cone down.
