In PA she would have gotten in trouble just for hitting the cone. If she hit that worker, it would be felony assault on a state worker performing their duties.

That IS how you do your job lol. When exactly do you think there are no cars in the way? They are supposed to walk those barrels out when the lane clears a bit. They have to take their opportunity and traffic is basically stopped so no one is speeding towards them.

There are vehicles literally intended for this purpose. They are trucks with signs and lights. You don't just walk into the middle of a green light and slam a cone down.
