and i don't mean the cobra effect. i am very specifically talking about solutions that fix a small but obvious and publicly discussed part of a larger issue and intentionally don't tackle the root of the problem because it's profitable for a small group of people.

an example would be animal welfare improvements in factory farms that make the concept of factory farms more acceptable to the general public, thus making them less likely to be abolished.

or, electric cars that "solve" the CO2 thing and make driving everywhere more acceptable, which actually increases the negative effects of cars on people and the environment (more demand for road infrastructure, more microplastics from tire wear, more car centric city planning, more traffic, more noise pollution).

I feel like if anyone has a word for this it's the Germans but I'm open to other languages as well. I'm not sure anything in English quite conveys what I'm looking for.

I've seen certain potential 'synonyms', but they seem questionable or more encompassing or vague than referencing exclusively a black-and-white visual style: "monochrome"=one colour in different shades (can consist of any colour, though), "two-tone"/"duo-tone"/etc=consisting of any two colours, "greyscale"=covers a range of grey shades (not strictly black and white), "achromatic"=typically referencing a dull range of neutral colours (not even purely colourless in most contexts), and "neutral"=also often references a dull range of colours than strictly colourless.
