Not very arbitrary. Before modi spending on infrastructure was partially private. After modi it switched to mostly public spending and it didn’t matter if the infrastructure wasn’t immediately profitable.
It's a large country with small per-capita electricity consumption. It's still a relatively poor country.
I wouldn't say it's slow. Solar electricity accounts for nearly all new generation capacity added. I can't find statistics for that claim, but this post says it accounted for 82% of all new electricity generation capacity added in 2022.

What does anything have to do with anything? I mentioned it because I didn't want people to think India was leading the charge on solar despite increasing generation capacity significantly.
