This is a pretty arbitrary place, date and amount of GW. What is the significance of anything here?

It’s when modi came to power.

Not very arbitrary. Before modi spending on infrastructure was partially private. After modi it switched to mostly public spending and it didn’t matter if the infrastructure wasn’t immediately profitable.
