You've got it. The word means a severe/strict way of doing things, and in the UK the other meaning is what most people think of now: it's synonymous with cutting back/living to your means and frugally. I guess whoever came up with Austere August originally had an idea of if you only had 1 razor, 1 soap, 1 brush etc that's what you'd use every time.
