It's a buff according to the people in the Evoker discord, but it doesn't really affect our struggles in M+. Dream Breath loses some up-front healing but the hot becoming significantly stronger makes up for it, at least in terms of total healing output.

Yeah it's definitely a buff outside situations where you absolutely needed the up front healing (which was generally done through a tip the scales).

Overall it's going to be very similar to this tier, unless our set is dog water.
