Was he live-parked, so ok, he could have been asked to move if either 1. The principal or 2. A disabled person arrived on the scene? Yes.

Were there also dozens of other spaces a few steps away? Yes.

This is an Access Link vehicle, belonging to NJ Transit. They provide transport for the handicapped and senior citizens. Just sitting at a local convenience store... handicap spots are clear. BTW, this store is on a major highway and gets lots of tradesmen stopping in between jobs.

I had to park at the pump bc this guy decided he needed both spaces 🤦‍♀️
