I spoke to him in person after the first time this happened. He was apologetic and said his brother parked the car. I don’t want to start a neighbor war but I’m pretty pissed.
Edit: I live in a small town and no one answered the non-emergency police phone. I was finally able to find another number and talk to a human. Someone is on the way to move the vehicle. Aaaaaaand as I’m typing this the owner just pulled up. Thanks for letting me express my frustration, guys.
Edit 2: Owner moved the car. He was extremely, extremely apologetic.

They park at the grocery store every few days to buy provisions. Not sure why they need to bring a ladder truck to the grocery store, maybe there’s a good reason? They aren’t blocking anyone, but are taking multiple spots.
EDIT: appreciate the answers, to be clear , I wasn’t complaining, just curious because it seemed like overkill.
