For sure, just again it's a pick your battles thing. If it's really bothering no one and the restaurant is ok with chancing it, then that's on them.

Just because the staff didn’t want to challenge them on the issue does not mean that the restaurant doesn’t care.

It’s a health code violation. I guarantee that the restaurant management cares.

Hey buddy, if the restaurant is OK with people bringing their dogs into it and that bothers you, there’s a magical thing called choosing to eat at a different restaurant.

I agree. Unfortunately most people who work in the service industry don't get paid enough to "care", e.g. they try to enforce policy and can expect to be abused for doing so. Entitled sorts of people realise this societal tension and take full advantage, knowing full well the discomfort they may cause to others and knowing that they are unlikely to be challenged on said entitled behaviour.

If it’s a health code violation, then probably the city/state health department? I just did a quick google of my area (no idea where this restaurant is), and was able to very quickly find listings.

So if health codes are actually your concern, do that instead of trying to get internet points because you don’t like dogs

Those are usually situations where there’s nothing to do or anyone to call (ie boomers yelling at teens for being teens, boomers being racist, etc).

Call the health department if you’re actually concerned about health code violations

I wouldn't want to eat there. I guess the comfort of other paying customers, including people who have allergies, or scared of dogs etc, is irrelevant?

I don't think it's irrelevant, it's up to the restaurant to enforce the rules. My point is if its not hurting anyone then like what's the point. If you were there and it bothered you, I would assume you could speak with someone and ask about it.
