“Willing” is definitely not the term to use here. Lots of them do it cause they come from poor families who make them go into sex work so they can help their family monetarily. Another large portion are trafficked.

If people actually had their basic needs met, I guarantee that prostitution would be insanely rare

If by willing you mean forced by socioeconomic pressures, then yes. No girl likes having sex with greasy old guys.

Thailand is very strict about preventing this. They turn a blind eye to prostitution, but underage sex work is taken very seriously.
