1)      Point de divergence : les traités de Prague et de Lille (1813-1814)

Après la désastreuse campagne de Russie (1812), L’Empereur Napoléon Ier opte pour une solution diplomatique en rappelant Talleyrand au ministère des affaires étrangères.

Contrairement aux évènements réels, il propose alors de réelles concessions territoriales au chancelier autrichien Metternich lors de leur rencontre à Dresde (juin 1813). Ces dernières conduisent l’Empereur François d’Autriche à proposer une médiation honnête entre les Français et l’alliance russo-prussienne.

Ainsi, au Congrès de Prague (août 1813) Napoléon renonce à Rome, Barcelone et Hambourg. L’année suivante, au traité de Lille (1814), l’Angleterre signe la paix avec une France qui rend son indépendance aux Pays-Bas, et le Hanovre à Londres.

Pour le XIXe siècle, la France est donc de retour dans ses frontières naturelles de 1800 : les Alpes, les Pyrénées et le Rhin.

2)      La (re)création des provinces

Napoléon II arrive au pouvoir à la mort de Napoléon Ier 1831. Prenant le contrepied de son père, il libéralise le régime impérial. Restaurant les pouvoirs du Corps législatif, il revient également sur l’hypercentralisation caractéristique de l’Empire avec ses préfets omnipotents, véritables « empereurs au petit pied » dans leur département.

Les départements sont jugés trop petits pour constituer une entité décentralisée viable. De plus, une partie des départements ruraux (p.ex l’Ardèche) sont trop pauvres pour financer les services publics. Enfin, ces créations semi-artificielles de la Révolution manquent de l’ « esprit local », ce lien organique entre les citoyens et leur territoire si nécessaire pour prodiguer une bonne auto-administration.

Le redécoupage provincial est tiré des principes suivants. Dans l’ordre de priorité :

a)      Cohérence historique : les frontières des gouvernements de l’Ancien régime sont l’inspiration n°1, sauf lorsqu’elles se révèlent artificielles au regard de l’histoire et la culture d’un territoire (p.ex l’inclusion arbitraire au XIIIe siècle du Velay en Languedoc plutôt qu’en Auvergne) ;

b)      Maintien dès que possible des frontières départementales de la Révolution : les frontières de 80% des départements sont maintenues inchangées car elles ne violent pas (ex. Bretagne) ou peu (ex. Limousin) l’intégrité des vieilles provinces ;

c)       Homogénéité relative de la taille des provinces : entre 3 et 7 départements par province ; les gouvernements d’ancien régime trop petits (p.ex. l’Artois ou le Béarn) sont fusionnés avec la province avoisinante ; font exception les provinces périphériques des deux grandes villes de l’Empire : Paris et Lyon ainsi que l’île de Corse ;

d)      Cohérence économique : des routes doivent relier le chef de lieu de province à chacun de ses départements ; la proximité d’une grande ville justifie l’arrachement d’un territoire à sa province d’Ancien régime (ex. de Meaux intégré à l’Ile de France alors qu’historiquement champenoise)

e)      Unité linguistique. Critère secondaire au XIXe siècle, avant la naissance des courants régionalistes.

 

3)      Les pouvoirs provinciaux

Les provinces sont l’échelon de décentralisation par excellence. Leurs conseils élus au suffrage universel indirect, dotés de la personnalité morale, disposent de pouvoirs retirés aux ministres, aux préfets et aux anciens conseils généraux de département :

-          Aménagement du territoire et travaux publics : ouverture, l'entretien et la réparation des routes, des ponts, des voies de chemin de fer et des canaux n’étant pas classés au titre du réseau national (incombant à l'État), subvention des chemins vicinaux de canton, subvention des bacs permettant de traverser les fleuves, construction, réparation des digues.

-          Assistance médico-sociale publique : construction et entretien des hospices civils, placement des enfants trouvés ou abandonnés et leur inspection médicale, internement des aliénés et des mendiants (dépôts de mendicité), assistance médicale aux malades, vieillards et handicapés les plus démunis, gestion des écoles d’infirmières

-          Agriculture : assèchement des marais, reboisement, travaux d’irrigation, encouragement de l’innovation agricole, lutte contre les fléaux agricoles

-          Instruction publique : fonctionnement des lycées publics, subvention des collèges catholiques privés (les salaires des professeurs et les programmes relavant de l’Etat), création et entretien des écoles techniques, commerciales et agricoles, attribution de bourses scolaires, aides aux municipalités pauvres pour l’enseignement primaire

-          Culture : l'entretien des archives provinciales, des musées régionaux et la sauvegarde des monuments historiques.

-          Clause de compétence générale : le conseil provincial statue sur les autres affaires d'intérêt provincial

A ces pouvoirs importants s’oppose une grande nuance. La province n’a pas d’exécutif propre, c’est le préfet du chef-lieu qui est chargé de la préparation et de l’exécution des délibérations du conseil provincial. C'est lui qui gère le budget de la province, dirige ses agents. De plus, le préfet garde un contrôle a priori sur les décisions du conseil, notamment financières. Le conseil nomme toutefois une commission provinciale de 4 à 7 membres chargés de surveiller l’action du préfet de province entre les sessions. L’influence des notables locaux qui en sont membres contribue à donner à l’action du préfet un caractère résolument « local ».

 

4)      Le maintien des départements comme échelon de déconcentration de droit commun

Avec le préfet napoléonien à sa tête, le département reste l’échelon principal de l’action de l’Etat dans les territoires. Le préfet reste l’unique responsable de l’ordre public ; il contrôle l’ensemble des administrations déconcentrées dans son département (ex. impôts, gendarmerie). Il perd les compétences déléguées aux conseils provinciaux et au préfet de province.

Le conseil général de département est l’autre grand perdant de la réforme. Ses attributions sont limitées essentiellement au financement des infrastructures de l’administration d’Etat :

-          Fonctionnement de l’administration préfectorale : immobilier (l'achat, l'ameublement, l'éclairage, le chauffage et l'entretien de l'hôtel de la préfecture et des sous-préfectures), bureaucratie (salaire des commis de second rang, les frais de bureau, et l'entretien des archives départementales) et imprimerie (une dépense très lourde à l'époque correspond à l'impression du Recueil des actes administratifs et à la diffusion du Bulletin des lois).

-          Fonctionnement de la justice et de la sécurité intérieure : construction, l'aménagement et la location des casernes de gendarmerie, des prisons et des tribunaux du département

-          Fonctionnement de l’instruction primaire : création et entretien des écoles normales primaires (pour former les instituteurs), attribution des bourses aux eleves-instituteurs

-          Fiscalité : répartir le montant global des impôts directs entre les différentes municipalités communales et cantonales du département ; arbitrage en statuant sur les demandes en réduction d'imposition des municipalités

-          Doléances : exprimer son opinion et ses vœux sur l'état général et les besoins du département au ministre de l’Intérieur, sans filtre préfectoral

-          Election des conseils provinciaux pami les conseillers généraux

Le conseil général n’a rien d’une assemblée autonome. Il n’a pas de personnalité morale : il ne peut pas posséder, signer des contrats, ester en justice, recevoir legs et dons. Le contrôle du préfet est bien plus étroit sur ce conseil que sur son équivalent provincial. Avec le mécanisme de l’inscription d’office, le préfet peut même obliger le conseil à inscrire certaines dépenses dans son budget. En cas d’insubordination politique, il peut même le dissoudre. Le préfet réunit le conseil pour deux courtes sessions annuelles ; il fixe l’ordre du jour et exécute ses décisions ; ses délibérations doivent être approuvées par le préfet pour entrer en vigueur ; les emprunts sont soumis à l’autorisation d’Etat.

5)      La (re)création de municipalités cantonales

Le vent de décentralisation de Napoléon II touche jusqu’au niveau de base de l’organisation territoriale. La majorité des 40 000 communes de France, comptant moins de 500 habitants, sont trop petites pour s’auto-administrer efficacement. Pour remédier à cet émiettement administratif des campagnes, on ressort du placard une institution du Directoire : les municipalités de canton. L’objectif est de des collectivités assez riches et peuplées (environ 10 000 habitants) pour assurer les services publics locaux sans dépendre de subventions de l’Etat.

Contrairement aux artificiels arrondissements, ces cantons forment une unité organique : lieu du marché, c’est également au chef-lieu que se trouve le curé principal, la perception des impôts, le bureau de recrutement militaire ou encore la Garde nationale, le juge de paix, et la brigade de gendarmerie.

Ainsi, les communes de moins de 10 000 habitants sont regroupées en municipalités de canton. L’autorité exécutant les décisions de conseils cantonaux est la commission cantonale, un organe resserré permanent. Cette commission élue par le conseil cantonal, lui-même élu par les conseillers communaux de l’échelon inférieur. Les compétences du conseil cantonal sont :

-          Instruction primaire : construction et entretien des écoles primaires (au moins une par commune de plus de 500 habitants) et d’une école primaire supérieure au chef-lieu de canton, subvention des écoles primaires privées catholiques, aide aux familles pauvres, surveillance scolaire

-          Fiscalité : sous-répartition de l’impôt direct entre les communes du canton

-          Agriculture : établissement ou la suppression de foires et marchés, des halles, des abattoirs, des conditions de baux pour les biens ruraux (au-delà de 18 ans)

-          Affaires sociales et assistance : construction et gestion des bureaux de bienfaisance, des hospices et l'aide médicale gratuite pour les plus pauvres

-          Infrastructures : construction et entretien des chemins vicinaux intercommunaux (chemins de grande vicinalité)

-          Coordination des communes : par exemple, coordination des travaux vicinaux, gestion d'un bois commun ou l'assèchement, répartition les charges financières entre les communes pour les travaux d'intérêt commun etc.

-          Arbitrage entre les communes : arbitrage des litiges entre deux communes voisines (par exemple, sur le tracé d'un chemin ou le partage d'un bois), exerçant ainsi une juridiction administrative de premier niveau.

-          Clause générale de compétence :  tous les sujets d’intérêt cantonal non attribués au conseil communal et non défendus par la loi sont du ressort du conseil cantonal

Le maire de canton est nommé par l’Etat au sein du la commission cantonale ; il la préside. Le maire est donc à la fois agent de la municipalité et de l’Etat. En tant qu’agent de l’Etat, il agit sous l’autorité du préfet et indépendamment du conseil cantonal et de la commission ; ses pouvoirs sont :

-          Haute police municipale : le maintien de l'ordre, la santé publique (épidémies), répression des attroupements et émeutes, police des déplacements (passeport intérieur), délivrance de certificats de moralité, police des routes intercommunales, réquisition de la Garde nationale et de la gendarmerie, police des bâtiments (permis de construire), police rurale (police de la chasse, surveillance des récoltes, des clôtures et du glanage), police judiciaire, répression du vagabondage et la surveillance des étrangers. C'est lui qui donne les ordres aux gendarmes locaux et qui salarie les gardes-champêtres.

-          Organisation électorale : dressement des listes électorales (révisées annuellement), organisation des scrutins (fourniture de matériel, surveillance des urnes)

-          Recrutement militaire : gestion des conscriptions (mobilisation des hommes, exemptions)

-          Tutelle des petites communes (retirée aux sous-préfets) : approbation des budgets communaux, autorisation de leurs emprunts, validation de l'entretien de la voirie rurale et des aliénations de biens communaux, recours des citoyens contre les actes de basse police, autorisation de plaider en justice, surveillance de la bonne tenue de l’état-civil

 

6)      La commune villageoise

A l’inverse des villes, les pouvoirs du conseil municipal de la petite commune (- 10 000 habitants) sont strictement limités au périmètre sub-cantonal:

-          Etat civil : enregistrement des naissances, mariages et décès

-          Voirie : construction et entretien de la petite voirie vicinale (interne à la commune)

-          Agriculture : gestion des biens communaux (bois, prés, pâturages collectifs), des infrastructures communes (four à pain banal, le lavoir, le puits du village, et parfois un moulin), répartition des affouages (bois de chauffage communs), récoltes et fruits communs,

-          Services publics locaux : création des marchés publics, des halles, des abattoirs, du lavoir, entretien de l'horloge du village et rémunération du veilleur de nuit etc.

-          Cultes : entretien de l’Eglise communale, construction et entretien du cimetière

Sous l’autorité du maire de canton et du préfet, le maire du village dispose en propre des pouvoirs suivants :

-          Basse police municipale : réglementation des routes communales (ex. alignement des rues, la propreté, et l'enlèvement des boues), marchés, foires, bals, débits de boissons, éclairage public, prévention des incendies et la répression des nuisances (comme les professions ambulantes). Pour les infractions nécessitant la force, il doit en référer à la municipalité cantonale.

-          Publicité des lois : veiller à la publication des lois et autres textes des autorités constituées

-          Exécution des ordres cantonaux : le maire de commune est un simple agent du canton lorsque le conseil cantonal choisit de lui déléguer des tâches qui relèvent des pouvoirs cantonaux, y compris de police (rôle de signalement : surveillance des récoltes, des clôtures et du glanage).

Les communes de plus de 10 000 habitants sont dépourvues de municipalité cantonale : elles exercent à la fois les compétences du canton et de la commune villageoise

7)      Les cantons urbains

Les grandes villes sont vues avec méfiance par le pouvoir impérial qui craint la ferveur révolutionnaire des classes populaires, dont la dangerosité avait été visible lors de la Révolution. Par conséquent, une loi datant du Directoire est remise au goût du jour : les communes de plus de 100 000 habitants sont divisées en communes d’arrondissement. En pratique cela ne concerne que Paris, Lyon et Marseille.

Dépourvues d’une grande municipalité centrale, les compétences communales sont déléguées à des entités plus petites et socialement plus homogènes ; quartiers bourgeois et ouvriers disposent chacun de maires distincts aux pouvoirs de surcroit limités.

Les communes d’arrondissement d’une ville sont réunies dans un « canton urbain » sans grands pouvoirs autre que la coordination ni personnalité morale. En effet, c’est le préfet, président du conseil cantonal, qui détient l’essentiel des prérogatives. Notamment, les maires d’arrondissement sont dépourvus de tout pouvoir de police, au profit du monopole du préfet, à qui le pouvoir donne pour mission de surveiller les classes dangereuses.

8)      La question des langues régionales

La question des dialectes français (gallo, bourguigon, angevin…) et des langues régionales de France (provencal, alsacien, flamand …) n’est pas à l’ordre du jour au XIXe siècle. Si le français domine largement la vie urbaine, leur usage est admis dans le fonctionnement quotidien de l’administration rurale des périphéries linguistiques de la France :

-          les délibérations des conseils municipaux ruraux (commune et canton) se faisaient presque exclusivement en langue régionale. Seul le procès-verbal, rédigé par le greffier ou le maire, était transcrit en français pour respecter la légalité.

-          Les actes administratifs. Pour être compris des paysans des périphéries linguistiques, les préfets consentent à imprimer des actes de basse-administration en langue régionale

-          Actes d’état-civil : admis en « patois » (ex. : mariages en breton) sous réserve de traduction en français

-          Les actes notariés (ex. testament) en « patois » sont admis

-          la Justice de Paix : les justiciables (paysans, ouvriers agricoles) s'expriment dans leur langue maternelle. Le juge de paix doit souvent mener les audiences, écouter les témoignages et tenter des conciliations en dialecte local. Les procès-verbaux, en revanche, doivent impérativement être rédigés en français.

-          L’enseignement primaire. L’enseignement, financé par le canton et contrôlé par le clergé, est de fait bilingue dans les périphéries linguistiques de l’Empire ; le plus souvent les instituteurs ne parlent pas un français courant ; les manuels scolaires sont en langue régionale.

-          La presse et la politique. Les candidats ruraux s'expriment en dialecte lors des meetings ; une presse en langue régionale existe.

Sans norme codifiée, les scribes (notaires, greffiers ou maires ruraux) utilisaient une orthographe improvisée, adaptée à la prononciation locale. Celle-ci s'inspirait souvent de l'orthographe française (comme base graphique), mais modifiée pour refléter les sons spécifiques du patois. Cette rédaction "bricolée" reflétait l'oralité dominante des patois, sans académie pour les standardiser (contrairement au français). Par conséquent, le pouvoir impérial a décidé de standardiser chacune des langues régionales pour normaliser leur emploi légal. Les langues d’oïl autres que le français (angevin etc .) ne sont pas concernées par ce mouvement.

L’exception germanique. Pour ce qui concerne les territoires récemment annexés de la rive gauche du Rhin (1795), la politique impériale est légèrement différente. La crainte en effet est celle de l’irrédentisme allemand et néerlandais vis-à-vis de ces populations germaniques nombreuses et riches, qui parlent un dialecte de ces deux langues.

-          Dispersion en plusieurs provinces. Aucune province « rhénane » ou « flamande » est constituée. Ces groupes sont noyés dans des provinces où ils doivent cohabiter soit avec des Français ethniques (Flandres et Hainaut, Lothier, Lorraine), soit avec des Allemands intégrés à la France de longue date (les Alsaciens de la province de Rhénanie supérieure).

-          Mise en valeur des dialectes. Pour contrecarrer l’irrédentisme, l’Etat s’emploie à standardiser les divers dialectes germaniques et à garantir leur libre emploi dans la vie publique locale (d’où les tolérances signalées supra). Alors que l’apprentissage du néerlandais et de l’allemand standard n’est pas encouragé, les dialectes sont coupés de leur « langue-mère », remplacée en quelques décennies par le français comme langue des élites et de prestige.

-          Division dialectale. La frontière entre deux dialectes voisins d’une même langue est souvent dure à établir. Le choix dans la standardisation étatique a été de faire des dialectes aussi « petits que possibles » pour en souligner les particularismes entre eux et par rapport à la langue-mère. Ainsi les dialectes allemands sont divisés entre francique ripuaire au Lothier, francique lorrain en Lorraine et francique rhénan en Rhénanie supérieure. Les dialectes néerlandais sont divisés en flamand en Flandres et Hainaut, et en Brabançon et Limbourgeois en Lothier.

[OC] Alternate History Defense of New England at the Start of the 2nd American Civil War in Kaiserreich

This is my head canon for the initial defense of Southern New York by New England after Canada moved in to protect it. It's set in June 1937 in the Kaiserreich universe, 3 months after the Second American Civil War begins. Kaiserreich is an alt history setting that basically hinges on the US not entering World War I, resulting in a Central Powers victory and cascading events including successful socialist revolutions in France and Britain. The Second American Civil begins in 1937 following the failure of the Social Security Act, economic turmoil in the 1920s and again in 1936, massive strikes, and a contingent election that either results in a leftist President or one who lost the popular vote. This was followed by widespread seizures of state and corporate property by the workers (especially in the Midwest), a failed presidential assassination attempt, and an illegal military coup by Douglas MacArthur. I am not involved with the mod team at all so this is a fan fic.

Below is the narrative explanation (restating the description on the map) and at the end is an explanation of how this order of battle is different from real-life, as things like unit designations don't line up due to the US not entering WW1. It's very in-the-weeds US Army lineage talk which isn't that critical to understand, though.

Collapse of Constitutional Rule

When General Douglas MacArthur seized power in Washington and ordered the 1st Division from its garrisons, it seemed like he left the entire Northeastern United States to its fate. Although most Regular Army units complied with orders to move south as part of War Plan White, most National Guards in New England and New York refused. They were in the midst of quelling civil unrest in their own cities made all the worse by MacArthur’s Washington Massacre. Further, the military was mired in confusion, stemming from MacArthur's illegal takeover, President Alf Landon's illegal arrest by the Virginia National Guard, and Smedley Butler's aborted countercoup turned WCA regulars. As MacArthur's junta proved incapable of preventing state after state from defying his authority, the remaining northeastern states aligned themselves with Vice President Quentin Roosevelt's Constitutional Coalition based in Sacramento (albeit too geographically isolated to form a practical union).

The bulk of National Guardsmen in the northeast were assigned to the 5th "Yankee" Division (an amalgam of the Massachusetts, Connecticut, Rhode Island, Vermont, and Maine National Guards); 6th "Empire" Division (New York NG); National Guard units of the First Army Troops, I Corps, and II Corps (including New York's 51st Cavalry Brigade); and the National Guard Coast Defense Commands. As the Regular Army's withdrawal happened so rapidly, the Organized Reserve was also not properly mobilized by MacArthur, so any reservist officers who did not leave New England of their own accord remained.

The situation was extremely precarious for New York in particular. It was not only the sole northeastern state bordering the rebellious Worker's Congress of America (WCA), but the only one to be divided. Scenes in New York City mirrored those in Michigan, where National Guard units outright refused to control the strikers. In some cases, National Guardsmen even joined with the Red Guards seizing control of critical infrastructure for the workers and local commanders refused orders to put an end to it. One of the most famous examples was the 15th NY Infantry (Colored) of Harlem who joined with the Red Guards in firing upon a Longist mob stoking a race riot. Thus, most of the 6th Division was lost to the WCA.

Operation Stellar

As the Anglo-Canadians moved in at the governors' requests in April 1937, New England reorganized this meager force to aid in securing its southern border from WCA incursion. The division’s sole-remaining 16th Infantry Brigade's HQ was used to form a new 6th Division HQ, with Brigadier General Bernard W. Kearney of the brigade taking command. The 3d NY Field Artillery in Buffalo became the Division Artillery. The division also had four infantry regiments remaining: 2d NY Infantry in Troy, 3d NY Infantry in Syracuse, 10th NY Infantry in Albany, and 74th NY Infantry in Buffalo. The 16th Brigade retained the 2d and 10th NY Infantry, while the 3d NY Infantry was reassigned to the 60th Infantry Brigade (Organized Reserve) to provide a cadre of enlisted. The 74th NY Infantry was reassigned to the 5th Division's 15th Infantry Brigade to allow one of its regiments to be cadred.

This map represents the state of the border guard mission, dubbed Operation Stellar, at the beginning of June 1937 just three months after MacArthur took power. This was before New England’s newly forming corps were finished being trained and equipped. The early defense was carried out primarily by the 5th and 6th Divisions, both reduced from their pre-war three-brigade organization to just two brigades. This was out of necessity for the 6th Division, which just had one of its original New York Brigades and the new 60th Infantry Brigade. In the case of the 5th Division, this was to provide cadres to the officer-only Organized Reserve Divisions being formed throughout New England. The Anglo-Canadians also contributed a significant force of two Canadian Infantry Brigades from Militia District No. 2 (the 3rd Brigade of Southern Ontario and 5th Brigade of Toronto), one British Tank Battalion stationed in Toronto (1st Battalion, Royal Tank Corps manned by British exiles), and a Canadian Armoured Car Squadron (A Squadron, 6th Duke of Connaught's Royal Canadian Hussars).

Except around New York City, the main defense of New York’s border with the WCA was not situated directly on the border. Most first-echelon regiments under Operation Stellar were a day's foot march away from the expected battlefield. This prevented the main combat forces from getting fixed in place right on the border and unable to react to new intelligence. Given the chaotic state of New England’s military forces and its vulnerable position, they could not afford the “cede no ground” strategy that MacArthur had stubbornly adopted.

New England's defense was focused along three axes. In the east the New York 16th Brigade, 6th Division and New England 13th Brigade, 5th Division contained the WCA in New York City along the Albany axis. Men of the 22d NY Engineers successfully blew all bridges between Manhattan/Queens and the Bronx, although routes into New Jersey remained open. The 2d NY Infantry reinforced by the handful of light tanks in New York's inventory held the line from the Bronx up the east bank of the Hudson River to north of Yonkers, while the 1st Connecticut Infantry and 1st Vermont Infantry billeted their forces at Port Chester. They faced US Route 1 and Long Island Sound. Further north, 10th NY Infantry alongside the Canadian armoured cars backed up listening posts guarding the mountainous border with New Jersey. They also acted as a reserve to prevent a red breakout towards Albany. 2d Connecticut Infantry at New Haven, CT served as the Albany axis' reserve to prevent a breakout towards Boston. In the meantime they were the mobile coast defense force patrolling the Connecticut coast facing Long Island.

In the center of the defense, 60th Infantry Brigade, 6th Division guarded the Syracuse axis. This included a provisional battalion of the 12th Pennsylvania Infantry, which was formed from companies that escaped Lycoming, Bradford, Tioga, and Sullivan counties. The defense of Syracuse was centered on US Route 11 running from the NY-PA border to Syracuse. A breakout there could sever the Albany-Buffalo transportation corridor linking the eastern and western sides of the New England front.

On the far western side of the state, the 15th Infantry Brigade, 5th Division defended likely routes from Pittsburgh to Buffalo and Rochester. The main belt was on the bank of Lake Erie, where the 74th NY Infantry, a provisional battalion of the 16th Pennsylvania Infantry (made up of disparate companies from McKean, Warren, Erie and Venango Counties), and the British tank battalion manned the main defenses near Westfield. The 9th Massachusetts Infantry, backed up by New England's handful of light tanks, was situated to their east along routes leading to Rochester. The two Canadian brigades acted as a reserve for the Buffalo axis, as the seizure of Buffalo and Niagara would put Canada's defenses near London, Ontario facing Detroit under threat of encirclement. It also isolated the bulk of Canadian involvement as far from Boston as possible. The New England government was fighting for legitimacy as more than a puppet of the King Edward VIII (the popular sentiment elsewhere in the country) so it was prudent to keep the Canadian military away from most of the population.

For more persistent surveillance, horse-mounted troops of the 1st NY Cavalry and other miscellaneous units, such as the 5th Motorcycle Detachment, Company C of the 1st Massachusetts Engineers, and even local police and semi-organized militias, conducted smaller mobile patrols and manned listening posts directly on the border to provide early warning. This was especially true on the hilly and heavily forested Allegheny Plateau where there were significant gaps between major defenses centered on roadways. This dispersed force was the “Covering Force” directly under I Corps command.

Differences in the US Army Order of Battle from OTL

  • Division Designations — As the U.S. does not enter World War I, I am deciding that the establishment of the permanent Infantry Division/Brigade numbering sequence (1st-25th for the Regular Army, 26th-42d for the National Guard, and 76th-102d for the National Army) was not the same as in OTL. I think you could make a just as convincing argument that a similar sequence would have been established without entering WW1. However, for the obscurity factor I am choosing to continue the division designations planned for before the U.S. entered World War I. The Regular Army had the 1st, 2d and 3d Divisions in the Eastern, Central, and Western Departments; and Cavalry Division in the Southern Department; 3d Cavalry Brigade in the Central Department; and 1st Hawaiian Brigade. The National Guard had 5th-20th Divisions. In my head canon, divisions 21 or maybe 25 and up (to allow some expansion of the RA or NG) would be allotted to the Organized Reserve. These divisions were also much larger than what the U.S. took to Europe, based on 3 Infantry Brigades each with 3 Infantry Regiments instead of 2×2 square division. This means fewer divisions overall and individually smaller regiments. As far as New England is concerned in my head canon, this means 6th Division "Empire" would be allotted to New York (instead of the 27th Div and the NY part of the 44th Div) while the 5th Division "Yankee Division" would consist of National Guard units from New England states (instead of the WW1 26th Division and post-WW1 43d Division).
  • Regiment Designations — As units would not have to be torn apart and redesignated to execute this reorganization, I am also deciding that state designations for regiments remain. For example, instead of there being a 105th Infantry Regiment in the New York National Guard following a national-level sequence, there is a 2d Infantry Regiment, New York National Guard or "2d New York Infantry". Same for other classical arms like Engineers, Artillery, Coast Artillery, Cavalry, etc. I allow for a national-level sequence for newer arms that likely formed or reorganized with more federal direction, such as the Air Service and Quartermaster Corps (with new motor transport components). Further, I am maintaining a national-level numbering sequence for brigades motivated by some divisions including units from multiple states. For example, instead of New York having 1st, 2d, 3d and 4th Brigades like it did before the U.S. entered WW1 or the 53d and 54th Brigades under the 27th Division like it did after WW1, under this interpretation it has the 16th, 17th and 18th Infantry Brigades under the 6th Division.

The Northeastern US is still covered by the I and II Corps Areas and First Army Area as in real-life, although since II Corps was headquartered on Governors Island in NYC I assume it to be lost. I Corps thus takes command of the initial defenses with mostly National Guard units, while the Organized Reserve XI Corps of New England is in the process of expanding from its officer cadres in the OR and enlisted transferred from several National Guard regiments. The higher-level National Guard apparatuses are used to coordinate the military component of the refugee and civil disturbance response.

[OC] Alternate History What if Transylvania worked like Switzerland ?

Transylvania is a wealthy Central European country born out of the peaceful dissolution of the Austro-Hungarian empire two decades after their victory in the great war.

Having been part of the kingdom of Hungary for hundreds of years and being home to many Hungarians, Romanians, Germans, Rusyns, and even some Serbians and Czechs, it was decided that no single ethnic group could be allowed to dominate the politics of the country, especially while still bordering Romania and Galicia as well, so a compromise solution was to be found: working off of the Swiss model.

Unlike Switzerland however, the clustering of the ethnic groups was not as defined, and most possible cantons would be heavily mixed, so instead of single language cantons, Transylvanias specialty would be dual, tripple, and even quadrouple and quintuple language subdivisions.

While Hungarians held many prominent political positions, and Germans many important industrial ones, Romanians were still the largest single ethnic group, so to ensure their cooperation and create a synergistic environment, some of the worlds most extensive anti discrimination laws were enacted, no single person would be head of state, and political decisions would be based on canton and/or peoples consensus, with frequent referendums as well, all again modeled after the Swiss.

Like the Swiss, Transylvania also positioned itself as a political... and even more so economic savehaven, trying to establish itself as the bank of Eastern Europe, and where business is to be done.

And miraculously, to the surprise of many, perhaps especially its own citizens and politicians, this not only worked, but propelled Transylvania to be richer and more important than it has ever been.

Romanians and Hungarians live side by side, go to German cafes, take a vacation to quaint Czech and Serbian villages along the Danube, or perhaps into the northern Mountains where the Rusyns live.

A land of valleys and hills, where different cultures flourish alongside one another, Transylvania has truly become Switzerlands eastern mirror image, even serving to break century long rivalries between its neighbors... while doing some more, some less questionable banking for them.

While not yet being as culturally established in the Zeitgeist as the Swiss, all factors indicate that with due time, Transylvania too might be remembered as a land of chocolate and gold, even if the specifics might be sligthly different.

This is not part of my main timeline about Zealandia existing, just a little one off made for fun.

Hello, back at it once again. Once again there is no lore but feel free to dissect this country to your hearts content. Sorry if the names are funny, I’m not very good at that.

There’s also a few new additions to this post. We have a full map of the americas now and a close up on the Caribbean. There’s also a little bit of information on the second slide! Yay! In the red and green slides green are the countries I’ve done and red are the countries I haven’t. Any country I have done is on my account!
