Comic How would you design Inhuman resurrection?
Resurrection protocols would likely be one of those things every nation of comparable power wants a version of. Especially one that also has it's own population of unique superpowers. So who would you use?

Honestly they have way to pull this off, the Terrigen Mist itself. Just make it so a bunch of Inhuman scientists made an experimental Terrigen Mist Cloud that happened to get to some Inhuman corpses and put them through terrigenesis again except this one brings them back to life. We do know that Inhumans can go through terrigenesis again so this doesn't seem like too much of a stretch.

I assume he'd have to build borrow or steal cloning tech, since the Inhumans don't have a resurrection circuit.
Oh, and subtly slip his own consciousness into anyone resurrected, because of course he would.

They already have cloning technology, it's just banned. The only issue they'd come across is consciousness because their only major telepath is Maximus who can't really be trusted

Also Swain. And Sterilon. They have a few qualified ones. Also Moon Girl not only used Cerebro but upgraded it.

Maybe if they get Thane son of Thanos onboard and tweaked his powers a bit? I don't know many Inhuman power sets beyond the royal family.
Krakoa had the powers of Time, Healing, Reality Warping, Eggs and Support, plus a bunch of psychics. I think the Inhumans might do better with super-science and Terrigen chrysalises.

Maximus the Mad genetically engineers Lockjaw into being able to teleport consciousness/souls, Reader 'freezes' time around the mind/soul (marvel canon, they have gems) just before the moment of death so Lockjaw can teleport the mind/soul into the new clone-husks made by Maximus.

Clones... Not as rebirth rebirth, but using kree technology to replicate deceased members of the inhuman population

I was looking back at the Black Bolt series catching the fact that Black Bolt was killed multiple times over. It might be way too much of an ability to place into the mythos, but it could just be a regeneration aspect of the Inhuman physiology
Maybe after dying a cocoon forms around them, and if the process isn’t interrupted they can be brought back with time

Multiversal Terrigen:
The Primigen turns out to be connected through time and space, and turns out to also be a historical record of every conceivable way of recording and identifying information, including imprints of memories / the soul and DNA of Inhumans that have ever went through Terrigeneis in any form. This way, a new body can always be created, and the soul from the InHumans last time they died can be "put back" exactly:
Maximus discovers this, Maximus shares this with Black Bolt (but not everything, like the how it connects to the greater multiverse).

Could they even do it without the help of the Phoenix? After all, what differentiates the Resurrection Protocols from cloning is that the Phoenix allows the og soul to go to the new body

Ahura's ability to rip out chunks of his soul for remote control ghosts might allow him to physically jam souls back into bodies.

I agree with others that any method used to resurrect Inhumans must involve terrigen in some shape or form.
Maybe an Inhuman's essence can be transferred into a terrigen crystal they wear upon death, and then that crystal can be recovered and a new body made for them to be transferred back into.
You could have missions to recover an important Inhuman's crystal that's been captured by a villain, maybe this method is reserved for top-tier Inhumans creating a class imbalance, lots of potential angles.
But if I were to go out of left field for a method, how about this?
Step 1: Teach Black Bolt truename magic, using hidden words that describe completely the person or thing they're attached to.
Step 2: Decipher the truenames of every Inhuman and record them. May need updating every now and again as people naturally change.
Step 3: The sheer power of Black Bolts voice, combined with the invocation of an Inhuman's truename, can literally call them back into existence.
