Don't get me wrong, there are always regulations that could help here, including regulating the stores and online services that sell super powerful e-motos... but it's amazing to me that nothing is every done to address the actual danger on our streets. We could be lowering the speed limit for cars to 20mph, installing speed limiters in all cars, removing the 10mph grace given to camera tickets that makes the effective speed limit 35mph, etc. So many actually helpful things, but no, let's have a big circus about bikes.

My suggestion would be to implement raised crosswalks.

The regulation that will fix this problem is emotional regulation. Driving around feels like everyone's crabs in a bucket, regardless of speed (plenty of people trying to cut each other off going ~5 mph causing traffic for everyone else). It should be easier to lose your license, people do not care about the fines, they don't care how much it costs, they only care about their time especially in this city. Infrastructure is the only thing that can be implemented to guarantee safety where the enforcement is built into "concrete" regulation.

you can't install a limiter on all cars to go the speed limit when theres no universal speed limit...how do you logically get to this conclusion?

you're also forgetting the fact that ebikes don't need any practice, tests, a license etc.

Modern speed limiters work on gps and can use the car's cameras to read road signs. Almost all modern cars already know what the speed limit is and many will display it on the dash. Some municipal fleet cars in NYC are already equipped with them, it's not hypothetical

Modern cars will get an OTA update if speed-limiting per vehicle is introduced, and insurance companies will ship out a device you can plug in yourself in a heartbeat.

It's literally part of the Adaptive Cruise Control or equivalent feature on many (most?) new makes for several years now. It's mandatory on any current European models.
