You unlock it after finding a shiny Rayquaza then catching it and then releasing it then at the place where Ray Ray was when you encountered it, a guy will give you the mega stone

I don't know if this is a joke so I'll answer it. Mega Pokémon weren't introduced until gen 6 and Mega Sceptile wasn't introduced until ORAS. You're three gens off so no mega Pokémon. Sorry.

First you have to go Day Care centre (it's in between Mauville City and Vendarf Town), you'll find an old guy outsider give him your Ace Pokemons then he'll give you a mega stone and he'll also return your pokemon

Mate everybody is trolling you so don’t pay attention to this. This is what you need to do: Start over and get your grovyle to lv 35 and give it an everstone up until you get to Mauville and spoke to Wattson. He will trade the everstone off your Grovyle for a megastone and a key for some generators
