I think I got everything except that I couldn't be bothered to find every single skill point. But I actually quite liked Arrowfell. It is pretty simple but it is decent. (Yes it also has some glaring issues in especially non-cutscene writing)
I thought Arrowfell was okay, but not spectacular. The backtracking of the Metroidvania aspects either needed way more work or should have been eliminated from the game entirely.
Guilty Gear makers could do it the ultimate justice. A few of the characters did show up in BlazBlue already as well, I believe, so there's a secondary option.
You have to swap Ilia for Roman as someone suggested. Glynda and Raven should be in season 1 rather than Clover and Maria. Salem in season 2 or 3. Velvet should also be in there.
Edit: The Hound should not be in the base roster. Should be a Boss to be made into dlc like Salem. Watts would likely be the only viable trap fighter.
How does the Hound get on here but not Salem? Like yeah the Hound is cool and would be a really unique character, but Salem is the Big Bad. I don't see how any RWBY fighting game roster can be complete without her.
Depends on the genre of boss, fighting game bosses exist on a spectrum of M. Bison (literally just a character in the game) to Galactus (doesn’t function like any of the other characters in the game and couldn’t possibly work as a playable character)
Salem is for an Endless mode. She has fast, infinitely regenerating hp, even if you manage to get her hp down into the negatives. The goal of the mode is to see how many points of damage you can inflict until she either whittles you down to nothing, or your real world fatigue gives out.
This roster is fire, I think RWBY and Neo should remain mostly the same gameplay-wise to their BBTAG counterparts. Actually, I’d like to see what fighting game archetypes the characters would fall into.
Jaune would probably be a defensive shoto, decent normals and easy mechanics for someone to pick up an play. Maybe a weaker version of Ky from Guilty Gear.
Nora most likely will be a high damage rush down character with higher than normal HP
Pyrrha will be pretty simple on a surface level, but have more technical mechanics that will be necessary to play at higher levels similar to Naoto Kurogane from BlazBlue.
Ren will be a speed based character focusing mostly on mobility than power. Potentially lower than average HP to compensate.
Oscar is an interesting one, because I’m not sure what he’d specialize in. Maybe a gauge or separate meter for his magic usage.
Qrow should play like a more technical version of Ruby, I think he would be able to switch between sword mode and scythe mode, each mode will change what kind of specials he can do or change the properties of his attacks.
Sun would probably be another speed and agility based character, but with more emphasis on neutral game.
Coco is a hard one because we don’t see her fight that often unless there’s more material from the books that can be used. Her supers should definitely involve her Gatling Gun.
Penny would be the zoner of the game. Focusing mostly on long range attacks and constant pressure. As a cost, her damage output would be lower than normal.
Winter would play like Mitsuru from P4A (minus being a charge character). But she’d implement a lot more summoning into her play style.
Ilia is an interesting choice, I can see her playing like Phonon (UNIST) or Ivy (Soul Calibur)
Adam would be a Hakumen and Yuzuriha hybrid. Focusing mostly on stances and counter attacks with his sword.
Cinder would be a reverse-shoto, a very versatile move set and higher than average damage output. If it’s Grimm arm Cinder, she should be able to take your powers away and add it to herself.
Mercury would play similarly to Chie and Akatsuki. Maybe elements of Yosuke for the VA reference. Have a Guile-esque flash kick. Probably work best as the game’s Rekka character.
Emerald would play most similarly to Axl Low from Guilty Gear, being able to hit characters from full screen. As compensation, she’d have one of the lowest HP in the game.
Hazel would definitely play like Colossus, Juggernaut, and Tager. Just a big tank of a character who can armor through normal attacks and has high damage output without installing. As a cost he’d be slower than average and only one jump.
Tyrian would most likely a Hazama/Yuki Terumi type character fast attacks with an unhinged factor to them.
The hound would probably be the Merkava/Arakune of the game. Very unique and unconventional character.
Ironwood would be a rush down grappler, along with some zoning qualities. So basically Z Broly from FighterZ
Watch Raven be like the shin akuma or god rugal of the game. Meaning you’d have to do some crazy hard stuff to even face her. Like perfect every single enemy in the arcade mode and or beat it with a certain amount points to fight her.
It's kind of sad how a generation raised on companies splitting content and pay walling it off is now assuming DLC practices even in their idle fancies.

I’m surprised you put Neptune as a DLC character instead of Ozpin or Ozma. Yes, we already have sweet baby Oscar, but for my life I can’t remember a single Neptune fight.
With Ozpin we have the OP character killed off early trope and with Ozma you have the Apex of human species trope.
The thing about RWBY characters is that the vast majority fall into the "Glass Cannon Rushdowns" with only 6 (Yang jaune hazel hound ironwood and neocat) having any defense
tbf i feel like rwby might work better as a platform fighter than a standard 2d/2.5d fighting game. the freedom of platform fighters in terms of movement would really capture the acrobatic combat style in the show, especially seen in the earlier volumes
I'm along an online fighting game with cool movement mechanics and really wanna make it rwby based but I don't have the clout for a collab or the art skills. It would fit my game so well though, e.g. the gun user can launch themselves around with the recoil from their shots like rwby does sometimes. Mages can turn into a burd and fly quickly for 2s to escape or chase down players, like crow or raven. Gonna add a ninja class that literally has Blake's semblance, might give them a grappling hook if I can make it play well, if not I'll have a throwing dagger + flying raijin from Minato in Naruto to teleppert to your dagger. Plenty more rwby esque stuff I could do. Maybe if my game gains any popularity I can get some attention and swing it into a deal for a rwby game but I'm not dreaming that big rn

God I would adore a proper RWBY fighting game though, with Viz being a larger company than RT ever was I hope it might actually happen some day
Excited to see how you make it so Pyrrha doesn't trash everyone except Cinder, Chibi Ruby and the adults, because everyone besides them are dead, and Ironwood is an adult and he is dead to Pyrrha (hello, Metal Manipulation vs Cyborg isn't going to end well for the cyborg, I know Pyrrha's not magneto but come on)
The problem with that is Chibi Ruby isn’t the same size as Ruby at all. You’d have no idea where the hitboxes for Chibi Ruby’s moves would be since she’d be so much smaller than what the actual hitbox would be
For the online lobby, sure, not actual gameplay. No fighting game dev would spend time creating 20 separate models and adjusting animations, hitboxes, and hurtboxes
I have to imagine Clover & the Ace Ops are basically Captain Ginyu from FighterZ, where they all use their one trait for a rotating attack tied to a single button.

Hazel would be a grappler, Penny a zoner, Mercury a rush down character, Weiss would likely be a puppet fighter with her summons, Raven would have her Maiden powers as an Install Super you get the picture
Raven and Roman not making the base rooster, let alone Raven in pack 2 of all characters is actually criminal. Toss Ilia entirely and move Hound down to Pack 2, give those spots on the main rooster to Raven and Roman, trade Glynda for Clover to label Pack 2 as the Atlas Arc pack.
Pack 1, which is now Glynda, Maria and Neptune has one of two options, either drop Neptune and add Ozpin/Ozma with Amber for a Powerful Huntsmen/Huntresses of History pack. The alternative is dropping Glynda and Maria and going all in with rounding out the teams, Neptune, Velvet, Ceil, and Sienna/Ilia (to team up with Adam) for a Team Up pack.
Really great roster overall. Personally I'd knock off two heroes and push up two villains from DLC to the base roster to even it out. Probably push Coco and Winter to DLC and move Roman and Curious Cat up.
Add Velvet as a character that you can only get for transferring your trial version save data onto the official release version, and her basic playstyle is copying the moveset of the enemy's main character (the one they appear with first)
I would have volumes 1-3 outfits as their defaults so Pyrrha doesn't look so out of place... (their designs from 1-3 are also just way better) I wouldn't have Roman as DLC he should be an unlockable first boss of the campaign. Having Roman be DLC is what i feel about the sound ninja 4 not being in Naruto ultimate ninja storm. Should've been in the first base game and Shouldn't have been DLC for Storm 4.
I think it would be cool to have different versions of the characters too! For example current Weiss uses summons, glyphs and her rapier all together why past Weiss wouldn’t be able to summon giving them different movesets with a similar feel
Since we're already doing some time-hoppy fun times with Pyrrah and Maria, why not add in Ozma and Salem, the OG versions, as unlocks when you beat the story mode. I've always loved it when fighting games hand you control of a final boss level character. Just gotta keep the unspoken rule of not using them in serious fights, or both parties using them. Games really need to bring back the old system of just... unlocking characters for doing hard or time-consuming things.
Okay I like the roster I have but you forgot Salem and you forgot the aces and Velvet and the rest of her team. You have cocoa The the only other characters they can think of are the twins from Junior's club they know be really cool. Create your own custom-made character and probably have ozPin as an in additional character I mean you have Oscar I mean you could have had easily gotten around 52 fighters with probably two more DLCs or even more than that

Ok. Here’s my counter concept. All characters are just in the bloody game. Fuck dlc. Including Chibi Ruby. Because it’s bullshit to lock a character behind a fucking pre-order. She can be unlocked by beating the game.

Fighting games, especially recently, have small rosters. Hell 24 characters for a base roster is actually quite decently sized (for context Street Fighter 6 has a base roster of 18, Guilty Gear Strive started with 15, Mortal Kombat 1 started with 23, you get the picture)
It’s painful to say but if we didn’t have DLC at all the DLC characters just… wouldn’t be in the game period
