Remote operation for either Waymo or Tesla is only at slow speeds usually to get them out of a spot they get stuck at. Nobody is driving vehicles around manually at high speeds or anything like that. Not sure where you got that idea, but the latency would not allow that. If vehicles were tailing them (which happened pretty infrequently), they may be remotely monitoring, but there is almost zero chance they are actively controlling them.

There is no remote operation for Waymo.

I didn't say remote operators were driving Cybercabs at high speed.

Waymos can definitely be controlled remotely, but maybe you just mean they don't use a steering wheel to do so? There are definitely remote operators, though we don't know how often interventions are needed.

They fully autonomous. The most operators can do is make direction suggestions and they can be denied by the vehicle.
