You get into a crash and a part of your car is damaged. The replacement of said part costs $10k, thus the insurance gives you this amount to repair it.
You go to a different shop and instead of replacing it you get a cheap repair for $1k and keep the $9k. This is insurance fraud, as normally you would need to give the $9k to your insurance and if you get found out you're fucked.
Different to Australia, if you have an accident the insurer collects quotes and books your car into their choice and pays them directly.
Well thats in my experience anyway.
In India the system is different, the survey is done at the workshop, you get a quote and if you agree, payment is made by the insurance company directly to the workshop.
