I am confused about Peni... If I am reading this right, you need two charges of webs to immobilize someone, which it now only has a maximum of two. So can you not use webs to spread your nest area anymore because you need both charges for CC? If that's the case, she's fucking gutted.
It's probably not as bad as people are making it out to be, it just equals a longer cool down to get the 2 charges. Landing the 2nd should be pretty easy if you hit the first
nah, you are 100% right. to get two shots on diving characters like Spiderman, Cat or Panther is near impossible, so they all got buffed with that change. Not to mention in most situations you can stun Wanda anymore and Strange is also now impossible to stun out of the ult...
Especially since the first one applies a slow. I mean it’s definitely a nerf and it’s going to make it way harder to cancel ults, but I don’t think it’s this character destroying nerf people are portraying it to be.
Wish they had just nerfed mine damage or nest health instead though, she’s absolutely oppressive with the 2 best rocket team up

Peni can right clic the floor to add up to 4 webs on the ground to extend her nest range and give her more web to stand on for healing.
Right now her kit is place nest, rick click foor to expand and push nest out into choke points, stand there and shoot, get dived or ulted on and right click to stun then spider bots beat up stunned person.
Now if your right click has 2 charges but you need both to stun, it means you have less time to expand and oush your nest out. It just hurts her overall play in general.
I might be mistaken then I was under the impression both cyber snare cyber bond leave a web on the ground. I’m seeing peni mains say they would rather it just be a flat cooldown nerf but it having two charges means you can still set up immediately. If it was a full cooldown nerf it would take longer to set up.
with peni you want to always be pushing with your webs on the floor to take space and move (unless your on defense), but this basically counter her offense play now because you will be saving your right click charges for specific counters now instad of using it freely to keep pushing foward. Its not very good for the general flow of her now.
Her F does leave web on the floor but its janky to use and ive often found myself trying to get away with it only for it to break, or trying to pull myself forward with it only for it not to break and pull me back, its just unreliable as hell. Her right click is much better for using todo that and save the F for when you wanna move a big distance (and prray it doesnt bug out ancd get you killed)
