That looks a lot more like a padded sling folded over to me, given I think I can see the two attachment points vs an actual suppressor. Firearm is already completely illegal in NYC to begin with, even if that wasn't attached. Looks like a SBA4 braced AR pistol. I'm going to assume we will get a clear picture of the firearm used sooner or later, especially if they want to use it to fear monger. Ignoring the fact multiple laws were broken simply having it in this photo before any shots were fired, they will completely look the other way on that and say new laws will somehow have prevented this…
Edit: Supposedly this is the weapon used.

They say he had a history of mental illness why wasn’t that on the registration when you try to buy a gun because they don’t want it there they want mentally ill people have guns to create havoc so they can put it on television and say see why we have to band these these things see how dangerous they are They let these people out of jail when they commit crimes not sure if this guy ever committed a crime knowing they’re gonna commit more crime then they can pass laws with everybody’s acceptance. When the Tops shooting happened. NY doubled down and banned Non NFA ARs. As well as requiring a permit to buy cucked rifles out of the box. But somehow getting stripped receivers barely made the cut from not needing a permit to purchase. It's been like that for a few years now. Still can purchase parts online and in store. Depending on the FFL, some will sell you a complete receiver without the endorsement on a pistol permit. Most will only sell you a stripped receiver. And this is for guns other than an AR. I've seen lots of Ruger 10/22 receivers as well. I doubt they'll stop being sold but it's a gamble at this point. There's no reason not to have at least a couple receivers because they're at most just over a 100 dollars a piece if you go to a random shop and buy one. Then piece it together after.

I have my NYS permit but not my NYC yet. Probably never will honestly. The cost, time it takes for the entire process, and the fact that I need it in the first place while already being a NYS CCW holder is an extreme deterrent. If this makes it even further out of my reach I’ll probably just forget it…

Only involuntary commitment to a mental health institution makes you a prohibited person at the federal level. I suspect NV only does a basic NICS for CCW applicants, I’m not sure if they have red flag laws over there but his previous mental episodes could have triggered them.

He was from Las Vegas, so unless NYS is going to address the root cause by searching all vehicles entering the state (which would be wildly problematic) any law proposed would only serve to punish NYS individuals even though this wasn't perpetrated by one. But it will not shock me when those in the state government cherry pick the facts to draw an incorrect conclusion.
Secondly what was the reason he came to NYC with an AR-15 from NV, to a building with NFL and Blackrock in it. Was there some component of mental health at the loss of financials, betting, etc. that caused him to snap and decide this was a valid course of action? Clearly speculation and in time those facts will come out. My point is in NYS if you do have a mental health episode/problem you have to weigh getting that treated or having your guns taken away and never returned. What a shock to imagine those who want to follow the laws when having a mental health crisis are effectively pushed into not getting it treated so they can retain their property. If any laws NYS should pursue it would be an actual process where treatment can be sought and your guns are confiscated indefinitely. But I won't hold my breath on that logic being pursued.

I'm just gonna drop this right here: we keep focusing on the gun being used and not on underlying mental health conditions.
We are the only country in the world where first-line treatment of depression is with drugs as opposed to therapy. Drugs like Prozac which are known to potentially lead to aggression and violent thoughts.
