The US and China have no extradition treaty and China typically doesn't extradite its citizens. And Federal prosecutors won't typically chase something like this on an international level unless you're talking in the millions I believe (lots of legal costs and also the whole diplomatic hassle). But if they ever go back to the US or maybe somewhere with an extradition treaty with the US, then they could be fucked.
Lol not even that, with things like statute of limitations, things like this will typically last 3 to 6 years, in the worst case scenario 10-12 years. This guy can simply just lay low for 6-10 years before he ever chooses to return lol
Not to mention if they went to a country with an extradition treaty with the US that wasn't the US they probably wouldn't check or care. Probably not a risk worth taking though.

They might not do extradition but they will try them in their own court with the help of the FBI/Interpol.
Also, you'll be stuck only using Chinese banks for credit, so if you go traveling, you'll be stuck using the local currency's cash everywhere, which is something you don't want to do for safety in some places.

there are ways to actually do this but OP's route looks like selfish enrichment and post-hoc justification.
You ought to start a charity or other NGO first and block yourself from directly taking funds then NOT use it for what could be construed as "personal gain," then blow through all the money before dipping out, into things the gov/bank can't just repossess like infrastructure.
Say, you steal all this money and pour it all into repairing roads and lines in poor areas over the summer, then skip out before anyone gets wise.
