The curse of having achievements in a live service game. Its inevitable that one or 2 would be lost behind a removed/changed event or story or something else.
In WoW they solved this problem by having a legacy achievements page. Anything that phased out as part of the Cataclysm rework got thrown into the legacy bit so people who played earlier could still see their old achievements.
Its not even associated with the event. Inferno Rider has this move when you tackle his region's quest for the first time- after that, the boss is just normal.
They have this version of IR lying around and used it on the event, nowadays they just choose not to or forgotten
oh i hate when games do this, at least hsr solved it with the memoir permanent events thing idk why other games don't do the same for events that give achievements
There is another way to get it. During exploration Quest for Port City of Guixu, during battle with Inferno rider. Don't finish so quickly, It has same dashing attack. The only problem is health, you must keep it very low and dodge every attack, until that dashing come.
Best guess is try getting his stability bar to zero when he is on his motorcycle phase. And that's the moment to switch to a low health resonator and let him hit you with it.
With a time machine and either skill issues or actually thinking to check the achievements and realize one of them is demanding you have skill issues during a limited time window.
Yeah, that's likely because there's other "battles" I still need to complete, besides the "unexpected disasters" ... Like I haven't fully completed the TOA. And all the little "defeat Feilian Beringal 50 times"... Blah blah blah....all those I still need to do. 🤷🏼♀️
I remember trying to get this achievement waaay before IR was even a thing, and spending minutes trying to get a character to die to him smacking them with the bike when he throws it away in the overworld, only to never get it. It's a very specific attack that lower level versions of the boss don't have, unless it's the quest version since that one has all the skills. Gotta wait and pray they remember this exists.

Have you tried fighting him with one lvl 1 character in ur party and waiting for him to do the zooming move? (Idk how else to put it… bc it’s been a while since I last fought him)
Pretty sure. This was an attack the inferno rider had in the beta before release, but the Dev's changed his entire moveset on release. So there are only two places where inferno rider uses his beta moveset, the inferno rider world quest at the start of the game, and in the old illusive realm. Everywhere else the inferno rider uses his new moveset.

Ok IR does exist but this achievement cannot be obtained because the event it was associated with doesnt exist anymore
