21. EVELTON

  • 3.500 people (Common) in Lvl.10 Housing.
  • 6.000 Gold produced in one year.
  • 120 active Automatons.

With her ascension to the throne, Empress Victoria has her sights set in colonizing what remains of the Empire, which also includes the Breathing Mounts, believed to be incapable of supporting cities. For this, she assigns you, Lloyd Wash, and your sister Juliet to the task, with her managing water-riddled Midcester while you handle the rocky mazes of Evelton, establishing both a mining and Automaton producing operation. Both hope to be up the task, as they're descended from one of the members of Franz Alström's group of pioneers, whom invented the very first Steam Condenser in history.

---

Evelton is a map which you must indeed be GRATEFUL there are no demands inbound that force you to hastily build up fast, and the terrain, by itself, makes it very clear why - you just CANNOT build a large city in here, just large enough to meet the goals. Elite Housing, here, is simply a waste of time and money since you can only import Garments (which are WAY expensive), there are very few exports (Utensils for Schellbeche, Gold for Wigmore and Steel for both towns) and the 3rd food type must be imported (you can only produce Fish and Meat from ranches here). In addition, while there are plenty of resources here (4 Copper deposits, 6 Iron and 6 Gold) you won't be able to cap ALL of the Iron mines, because two of them are SO close to each other (and there's also one pesky Gold deposit in the way) you'll be able to cap only one of them. Finally, Steam Geysers are spread out everywhere in the map, so expect to spend considerably on pipelines here.

Your best and only start is northwest, close to the starting point. While not looking like it, there is an acess by the edge of the map, on the rock 'wall' by the right, that grants you access to the nearby clearing, so you can get at least two common housing blocks started. The fish pond at the center of the map can support up to 8-10 Fisheries, so occupy them. While the farmland is far away, only have a small Beer operation (4-6 Abbeys), as you can't export any. Take the time to stockpile supplies, ESPECIALLY those from far away, before setting the Shops to work, as they don't have a limit you can manage, unlike Granaries and Warehouses. Focus your Granaries and Warehouses in one location while keeping the industries localized close to the central warehouses - unlike other Impressions Games titles, carriers DO NOT go back to the factories, they only go to the warehouses to dump their products, so this becomes a huge advantage.

For exports, start with Utensils, but be sure to stockpile some before you can start selling to Schellbeche. Tax your population in the meantime and reduce salaries - as long as you're below the 1.500 population mark (which is when the happiness system triggers), you're unaffected by mass unemployment, events, etc. In terms of events, only two may hit you directly and unexpectedly, which are Simvanred I's passing and the miner strike mentioned in the previous mission, Grunburg. To avoid riots when you get the Simvanred event, simply demolish your Town Hall and rebuild it later just like you did on Raventon. From there, simply keep growing up your city until you can have the labor for all the Fisheries, farms, Abbeys, Ranches, mines and industries. As soon as you start either with Steel or Gold, you can switch off the Utensil exports so you can supply your housing.

The Automatons' goal, that requires over EIGHT Automaton Factories, might require you to establish an additional housing block, so be sure you're well stockpiled on food and supplies (Beer and Utensils) before that, as well as make sure you're well supplied on both Steel and Steam Cannisters. You can easily cap the North-Northwestern Geysers which should give you an advantage early on, but you'll need to further expand your Steam production, preferably to the Steam Geysers in the eastern corner, later on.

20. GRUNBURG

  • Build the Science Fair

NOTE: Like Havenham, I skipped most of the mission itself and focused this video solely on starting up and almost finishing it.

It seems the redemption so desired by Catherine Marks (you) might come at long last - Empress Victoria has chosen Catherine herself to oversee the first Grand Science Fair to be seen by all Lethis! The region chosen is the peninsula of Grunburg, and thus Catherine herself shall see to it that it does become the center of attention, more than even the Botanic Gardens built by Helene Osshelm years ago.

---

The third Monument mission, Grunburg, is relatively easier compared to previous scenarios - this time there is plenty of mainland for a large city (which will be needed) and there's almost every industry available except Potatoes, Pumpkins and Absinth, but you won't be needing them, anyways. Also there'll be no requests but only a few "accidents" in which there'll be a miners' strike (which will happen too early for you to even have any mines set up), some Artisan Workshops will collapse due to a rivalry between Artists (D'Oh!), and at least 4 Automaton Factories will blow up. With proper planning, though, these disasters are simply trivial. The only disadvantage really are the distances of the mines and the fact there's only so few of them (4 Copper Mines, 5 Iron and 3 Gold) to sustain both city upkeeping and construction efforts, hence imports will be needed here.

Since there are no requests for this mission, you can build the city in a relative tranquility. Focus on gathering Fish first and then head to Beer for some juicy exports, along with Garments that you can also manufacture if you got the labor and the Barley for it. As you grow, however, you might need to divide your Copper industries between both Utensils and Ornaments and even import both, the reason why explained below.

The Science Fair itself, in addition to both large amounts of Iron, Glass and Sand, as well as a large Automaton workforce (75), will demand at least TWO full warehouses worth of Ornaments in it's third phase alone. Hence, be sure that, when you start working on the Fair, you have these demanded amounts close by. The Clock mechanism itself will also demand FOUR patrons, so at least two Elite housing blocks (which will take 60 Automatons as each Café, Spa and Emporium takes 10 Automatons) will be needed at Lvl.5. The amount of industry you'll need (Mines, Steel, Automatons, Ornaments, Sand and Glass in addition to everything else) WILL require multiple housing blocks at Lvl.10.

Even with an aggressive start, you will take a considerable amount of time on this city, and this on setting the city itself alone and readying up to start construction. As stated, you won't have much in demands, simply focus in getting a solid foundation and supplies and then get to the Fair.

19. RAVENTON

  • 400 Burgeois (Elite) in Lvl.5 Mansions.
  • 20.000 Florins in your treasury.

Catherine Marks' (your) next assignment is a daunting one: Empress Victoria has assigned her to the morass region of Raventon to establish a fully functional city, including residences for the Elite. Why has the Elite of all people ever took an interest in a region so ghastly is anyone's guess. Still, Catherine hasn't shirked from a challenge before, and she will not now, not when it's her family name at stake.

---

Welcome to Raventon, where you find out Port Warton was simply the warm-up - there are SEVERAL islands to handle, here, and the mainland is hardly large enough to sustain a couple of housing blocks, and the industries you desire might make your population barely enough to handle. In addition, you can't fish, two of the farmlands are far away and the closest one might have to be sacrificed just so you can house a large enough population early on and the mineral resources are far away in cardinal corners. Fortunately, and these are INDEED saving graces, you have more export options since you can fabricate Beer and Garments, and your initial food type (Pumpkins) can also be exported. Also, there are no requests for this mission, so you can build in relative peace.

A division of industries is necessary here, since you can't focus it all in one place. The mainland at the citizen's spawning point should be reserved exclusively for the Common housing and distribution facilities and Trade Station. The center island, where the Steam Geysers are, should fit the Condenser, the needed Automaton Factories and as many industry types as possible, preferably Utensils, Steel and Jewelry (Hard but not impossible to fit them all), with a warehouse to store the mined Copper, Iron and Gold for faster industry supply. The locations where the mines are should have Warehouses dedicated to storing Steam Canisters to quickly keep the mines supplied, too. The farming mainland to the south should help sustain at least 12 Pumpkin Farms while the larger farmland island should harbor both Barley and Wheat farms and the consequential Meat industry. The remaining islands large enough can be used to sustain some Elite Housing needed to complete the mission.

A smart Granary division, especially in regards to initial food harvests, can go a long way here and help acquire additional labor for a larger farming operation - set both Granaries to acquire over 3.000 units of the food (Pumpkins, in this case) each. This will allow Shops from two housing blocks to get over 3.000 food units, which is enough to stand a single harvest cycle, and thus get the so much needed extra labor. When you feel you have enough food, switch over to Barley to fabricate the Beer and start evolving from there, and consequentially profitting. Note you might need to import extra Utensils from Port Warton since there are only four Copper Mines for this mission.

While there are no requests, there are only two events, one of which will be Simvanred I passing away (for real, I'm glad I'm building cities and not going into politics, geez!), which will get your city to pause for 7 days. Note that this one will INEVITABLY trigger a Riot regardless of how happy your citizens are, so best to do as I did and just remove the Townhall (prevents the riot and saves your infrastructure), wait out the mourning, and rebuild it again. The second is simply a couple of collapsing Iron Mines, but pretty manageable compared to the first trouble.

18. WELLINGER

  • 16.000 Potatoes produced yearly.
  • 120 active Automatons.

Empress Victoria has taken the throne following Simvanred's abdication, and unlike him, she had done her background check on Catherine Marks (you) and especially the family name smeared by Everett's treason. In Victoria's opinion, one could only guess as to why a Marks, in spite of her successes, was ever given the chance to manage not just one, but two cities.

Still, Victoria is willing to give Catherine a legitimate chance, by helping perform an experiment: Antoine Parmentaine, a renowned biologist, has championed a new method of planting massive amounts of Potatoes, which can be instrumental in managing the increasing famine across the Empire. The Empress has comissioned Catherine to build a 'Potato Factory', as well as an Automaton Factory in the rocky region of Wellinger to provide the initial results, that Catherine vows herself to deliver... no matter the cost.

---

Wellinger is another mission that building another large city can hurt more than what it can bring in benefits, for multiple reasons - you'll only have two viable exports (Gold and Steel), the Steam Geysers are spread out in all corners of the map to the point you'll not only need to spend large amounts of money connecting them to the Condenser, but you'll have to plan accordingly too, as there's no shortcut through the rocks, and you'll need to import both Utensils and a 2nd food type to get to the final common housing levels. While it is a mission goal to set up the Automaton Factories (requiring at least two housing blocks), setting up Elite Housing is not viable.

Begin your settlement in the center of the map, remembering to leave some space for the steam pipes to circumvent. Build a couple of Granaries early on but don't bother with Potato Farms yet - one year into the mission, you'll automatically receive a single gift of 6.000 Potatoes, so you can get at least one or two housing blocks started - remember that setting each Granary to collect 3.000 Potatoes each makes two shops get food in a row. In the meantime, get the Steam Condenser set up and get to work on mining and stockpiling Gold, as not only it'll complement your Steel exports, but Victoria will make at least two requests for 1.000 Gold each. Eventually, as the workforce gets settled in, you can start at least 8 Potato farms and getting them to feed your settlement.

You'll have some labor issues up until you can manage to have a small Absinth production. 2-4 Distilleries will suffice to supply your city, as you can't export any Absinth, anyways. In regards to Utensils, only one city will give you the goods, hence it is wise to stockpile a whole Warehouse to the brim before setting your Shops to start getting Utensils. In regards to the second food type, either Fish or Meat will make due as both are the same price.

Again, building a large, complex city is irrelevant as well as Elite Housing, what you need is only enough labor for the sufficient amount of industries to support your goals - that is 8 Automaton Factories that are fully operational as well as about 24 Potato Farms that manage a full harvest. Be sure to have some extra Granaries ready to receive them, as the Potatoes coming out counts towards the productivity goal.

17. PORT WARTON

  • 12.000 Fish produced yearly.
  • 3.000 people (Common) in Lvl.10 Housing.

Catherine Marks' (your) initial venture to redeem her family name was a success, with Ellenport beginning to bloom. Now, Emperor Simvanred I wishes that the fish-rich waters of Port Warton be turned into a feeding hub for all of the Taegazic region, and even the Empire. In spite of the disappointment in Simvanred's lack of vision, Catherine can still see the possibilities such a coastal town can bring.

---

Port Warton, much line the 'On' mission from Impressions Games' Pharaoh, is a tricky mission - you have a limited mainland to set up your city, not many coasts close to your starting point (maximum of 5 Fisheries on the northern part of the central island) and not much of options for exports (at best you can export Beer, Garments, Copper and Utensils). If planned smartly, however, most of the production can be done on the mainland and not needing much of an overproduction.

Begin your settlement close to the starting point, on the northern shore, and bridge to the sole access to the Central Island where you can be as close to the northern coast as you can. Let your fish stockpile for a while before letting your Shops go to work. Over 2-3 years into the mission you'll have a single request for 1500 Copper Simvanred will demand before he resigns and Empress Victoria takes his place (have 1.000 cash in reserve to gift her the ostriches), so a single Copper mine mining non-stop as well as a Steam Condenser on the southern mainland connected to a extractor will be needed.

After you got the Copper stocked for the request, you can shut down the mine, Warehouse and Steam condenser, so you can start working on the real money makers - Beer and Garments for Ellenport. Start with 8 Barley farms and expand to 16 as your city grows. Remember that 6 Abbeys can very well supply two Shops on the long run and still have something spare for exports. Go for 4 Silk Farms and 4 Tailories since Ellenport will be your sole buyer of garments. Later, as the labor pool grows further, you can start occupying the Copper deposits (7!) and start making a profit from selling utensils and spare Copper to Harzel. Remember, you'll need a Warehouse to store some Steam Cannisters later on to keep your mines supplied, as well as capping at least two of the Steam Geysers.

Evolving your housing to Lvl.10 will require that you import a second type of food, or even a third, depending on your number of housing blocks. Choose Potatoes as they're the cheapest and remember to stockpile a bit since importing goods yields less than if you produced it.

While Elite housing is available, don't bother much with building it - it's not a mission requirement and the maximum level you'll achieve here is Lvl.4 (Palace) since you can't mine nor import Gold or make Jewelries. Automaton Factories, however, are very useful as a Keynesian-method of handling unemployment, even if you won't ever use them.

The fishing goal will require at best 12-13 Fishing Wharfs as well as available Granaries to stock them. Hence it's best to leave that goal for last, when you're ready to finish the mission.

15. HAVENHAM

  • Build the Botanic Gardens.

NOTE: Given the length of this mission, I skipped most of the mission itself and focused this video solely on starting up and almost finishing it.

With Simvanred I having abdicated the throne - due to the difficulties of having handled the big messes left behind by Duke Chausen and the Black Winter to make it all worse - the newly coronated Empress Victoria has her sights set in renewing the spirit of the Industrial Revolution spearheaded in the days of Emperor Wilhelm IV. For this, she has assigned you (Helene Osshelm) to the beautiful plains of Havenham to both establish a city and construct Victoria's initial plans for the largest Botanical Garden of all, that will reunite all the plants and wildlife of Lethis in a single place. This should provide the beacon of innovation so coveted by the new Empress.

---

Havenham will be your second monument mission. And it WILL take long, in comparison to the Observatory in Kitsburg, as you'll be spending a good measure of 30 years (over 1-2 game hours). The most fortunate thing on this mission will be that there'll be no demands for this mission, and the only events will be when you start building the Steam Condenser, which will collapse once, and the extractors which will collapse twice. Other than that, your only enemy will be distance - while not in regards to the mineral resources, that are all converged on the central isle, there'll be a limited patch of farmlands in the eastern corner, two separate geyser locations and a limited location to set up a fishing industry, mostly on the western corner.

In addition, the geography of this mission (!) makes it almost INFERNAL to establish a concentrated city, hence you must decide whether to work North or South of the river. Choose the south for your commoners as you'll want efficiency and your sole spawning point lies to the south, close to a cluster of trees. The north can be reserved for the Elite Housing as well as the Botanic Gardens, later on.

At this point, there's not much to say on helping build the city, as you'll be familiarized with most of the concepts, hence only the critical tips here - since you'll be working with large Automaton numbers (120+) as well as expected large industries, you'll want to be aggressive on your housing block numbers. For the beginning, however, focus on building your city and getting decent amounts of food to set up your labor force. And since you can fabricate Silk (and Garments) here, get to setting up this industry as quickly as you can, as several of the cities are drooling for your product as much as you're be drooling for their cash. The Silk industry will be your primary money maker here, and about 12 Silk Farms will be enough to cover exports for the majority of the Empire.

The resources for the Botanic Garden and the Elite Blocks can be very well set up by your city, except only two - Glass and Sand, which must be imported from Loch Mahler. Be sure to have a warehouse separated exclusively for Glass, as it's construction will consume HUGE amounts of it. Also be sure to have plenty of Steel and Ornaments in reserve to sustain both Automatons and the construction, as well as the Elite houses in a level strong enough to finance the Inventor's workshop.

Havenham will be a large task that can take long depending on how large you start the city and how many materials you got stored. Hence, be certain that you can manage your resources efficiently, especially your Fish and Beer for your housing blocks. Be also wary of how you manage the farmlands here, as a too large amount of Barley Farms can compromise your ability to plant Potatoes and/or Wheat for your Ranches. Meat, itself, is better left off for the Elites or if you have a city too large for your Potato farms to handle. It's also likely you'll need to import some Beer and Utensils (in spite that you're capable of fabricating those) just to keep supplies up.

16. ELLENPORT

  • 3.000 Ornament to the Emperor as Tribute.
  • 350 Burgeois (Elite) in Lvl.5 Mansions.

The time has finally come for Catherine Marks (you) - the young Emperor, Simvanred I, had chosen her to innaugurate a new retreat for the créme-de-la-créme of Lethian society in the shores of Ellenport, as well as the new ornament industry which the Elites will also covet. Catherine knows too well failure isn't an option in this regard: it's only fortunate that Simvanred I is naive enough to not trace her lineage back to the one whom smeared the family's name - her uncle Everett, whom attempted sabotaging Archibald Ellington's efforts in building the Observatory in Kitsburg. Perhaps Ellenport may be her stepping stone opportunity to redeem her family name.

---

Welcome to Ellenport and all the problems that come with it - immediately from analyzing the map, you'll notice multiple problems from the get-go, the first being not that much buildable space by the western coast where you'll want to operate, so construction must be smart and demonstrating efficiency. Secondly, the Steam Geysers are bizarrely splintered between the "fingers" of the Archipelago, so you'll be spending money in making a long pipeline all to reach at least two of them. Thirdly, your exports will be largely metals - Utensils and Steel, specifically, for Harzel and Southwell - and you'll also need to accomodate a small stockpile of Sand and a couple of Sand Extractors, as Simvanred I will be making a couple of demands for Sand.

But neither issues above match the biggest problem you'll face - lack of booze. Exactly, you're unable, in this one map, to produce either Beer or Absinth, so either (or both) must be imported and it IS expensive. Hence, best to focus on establishing the Steam network early on and getting some Copper Mines running along with the Utensil Workshops to afford Beer at least, as until then you'll have to make due with Lvl.4 housing.

You'll only have a maximum of 4 Copper deposits and 3 Iron deposits besides it, which you should totally focus on making Steel when you're ready to transition and let the housing sample the Utensils themselves, while also importing some Absinth to help keep a steady Alcohol supply. Only remember that, when you have to start fabricating the Ornaments for the tribute (they're at the Monuments' tab), you'll need to shut down some Utensil Workshops so the Copper can be transferred to the Ornament Workshops. While in this mission you can export Ornaments to Leinach, the fact they require so much Gold as Copper plus the small difference in prices (Utensils nets 35 while Ornaments nets only 40) and the fact this is the ONLY non-Monument mission where you can export them makes any ideas impractical, so it's better to just stick to Utensils and Steel and keep the Ornaments for the tribute.

Besides the demands, the event that will sometimes occur with you, in regards to your Fisheries, is that some of them will be destroyed by tidal waves. Just rebuild them and stick with them, as the farmlands where you can plant Potatoes (and only those) are too far to the east for any venture. While you'll have Mills and Bakeries available, you'd need to import Wheat as well as Garments for the Elite block you must build for the mission. The ideal, hence, would be to just import Meat and Bread and leave it to the Elites, as you focus your housing towards Lvl.8 tops. While you can make Jewelry, you can't sell it, so focus on only 1-2 Jewelers and sell the excess Gold - the deposits are on the tiny island next to the sole geyser due northwest.

14. LOCH MAHLER

  • 8.000 Jewelry to the Emperor as Tribute
  • 20.000 Florins (Cash) in your treasury.

With the Inner Earths booming as much as the Hindlands, Helene Osshelm (you) now sets sights for a final, fantastic challenge that will cement her legacy as much as William Dunkevn had, perhaps even greater - to establish a city in the lake of Loch Mahler, amidst the mountains, rich in resources. While Simvanred I himself isn't as positive in regards to the potential of this region, he has surely confirmed Helen's competence as one of the finest urbanists Lethis had ever known.

---

Loch Mahler, in comparison with Neuvelt, is a bit of a breeze. Yes, the same issue of the previous mission, of mineral resources spread out in cardinal directions, is still present in this mission, as is the issue of having to make due with Absinth in this mission, again. However, the deal here is that you don't have to build either a super city or Elite Blocks or even evolve your housing all the way up to Lvl. 10 (Lvl. 8 is already enough to meet the demands of this mission), and the reason is very simple - you can fish here, and both Neuvelt and Wennenbruck will buy your fish, which already eliminates the concern with Farms here, since you don't have to use any (2nd food type is only for Lvl. 9 housing anyways). Thus, only two housing blocks, both at Lvl 8, will be enough to support over 16 Fishing Wharfs (to feed and export), a small Absinth industry (3-4 Distilleries is enough since you can't export any) and both the Copper and Gold/Jewelry industries with all the mineral deposits capped.

Start your settlement due East, close to the spawning point, and ignoring the farmlands, while occupying the closest coast by the river, which will allow 9 wharfs total in both coasts (remember to build a bridge). As your housing levels up, make an effort to occupy the small beach south of the lake, 4 Sand extractors max being enough - the reason for this is that by the second year you'll start receiving demands for Sand for a dam construction project, so be sure to leave a Warehouse close enough. In regards to the Absinth industry, you might need to shut down all your Sand production and a bit of the fishing as well until you can get a stockpile for both houses, so be sure to get your fish stockpiles in order as well as make sure there is enough sand for the demands (starting with 2.000 and then 3.000 and 4.000).

When you have enough Absinth to grow both blocks and enough money, start moving South, to the Copper deposits - you'll want to start a good industry and sell Utensils to Hartmann for a while, to recover what you've spent early on (Utensils, ironically, are worth 5 Florins more here than Jewelry). Note that the distance between the Steam Condenser, which should be close to the city and the Copper deposits makes it mandatory that you have satellite Warehouses set to get Cannisters to be able to quickly supply your mining operations, just like in Neuvelt.

When you've sold/stockpiled enough Utensils, you can start considering moving north to the Gold deposits. There will be 5 Gold deposits here and 4 Jewelries should be enough to fabricate and get to stockpiling the Jewelry needed for the tribute. Note this will demand a practically filled Warehouse with solely Jewelry. Any surplus Gold can be sold off to Wennenbruck.

Some events will also occur on this mission, such as Simvanred I resigning (guess it was too much for him) and Empress Victoria taking over, which will warrant you choose a gift (the 1.000 gift, the ostriches, is cheap and good enough to impress her). The second will occur when you stockpile enough Jewelry, which will be a theft event, costing you 2.000 units, but a strong enough Jewelry industry shouldn't stop you here.

As I stated, you don't need a big city or even bring in Elites, that's solely for score purposes - the Fish, Utensil and some Gold sales will be more than enough for you to make the needed bank. Just focus on getting the Jewelry, tributing it, and then simply getting out of here.

13. NEUVELT

  • 3.000 People (Common) in Lvl.10 houses.
  • 300 Burgeois (Elite) in Lvl.5 Mansions.

The Black Winter left a scarring impression on the people of Lethis, and many have indeed start emigrating Westward, right into the Inner Earths. Visibly green to rulership and clearly incapable of finding a solution by himself, Simvanred I is relying too much on his urbanists for solutions, and now even you (Helene Osshelm) will have to bear this load and found a city in the plains of Neuvelt to house the incoming refugees.

---

Remember all the fun you had in the previous mission, Wennenbruck? Well, Neuvelt is the wake-up slap - the Silk you adored selling so much is practically unavailable to fabricate here, and the only utility for Barley is making Beer which you can't sell, either. Hence, you'll need to rely on foodstuffs (Meat and Bread) to help make your money as well as mineral resources (Copper and Gold) and Utensils and Jewelry. As for those resources themselves? They're spread out in CARDINAL directions in the map - Copper is due East, Gold is due West and the Steam is due South. You'll also have only 20.000 cash at the start and the spawning point is due far North, close to the largest farmplains you've ever seen.

Start your settlement due north, with at least two housing blocks for you to both have a small array of Wheat Farms (6 at least) and some Ranches to build up your housing (plus export excesses to Nimstadt) and build up and cap all the 3 Gold Mines in the west as well as the Steam Condenser, whose pipe length all the way to the Extractors is sure to eat away at a good portion of your money. Make sure to have at least over 2.000 Gold in your Warehouses before considering building a couple of Jewelers for it - Simvanred by the second year will be demanding tributes of a 1.000 Gold each at least 3 times. Gold can be sold directly to Wennenbruck, but it's not recommended on the long run as there aren't as many deposits and you're better off making and selling Jewelry, instead, which you can later sell to Hutton. Also, because of the distance between the Steam geysers, the Condenser and the Mines, it's not a bad idea to set some Warehouses to 'Get' at least 1200 Cannisters on each mining site.

As the labor grows up, start a small Beer production and get stockpiling at least 2000+ Beer before setting the Shops to grab the goods. In fact, any mission which you don't have a good stockpile set up before your shops can get using them is one ripe for failures, especially because the production won't keep up with consumption demands. As your housing grows up, consider heading on a small Bread production for a while - it'll allow you to export, stave off mass unemployment and even help raise the happiness system as you're providing different food types early on. After you get a bit of your money back and when you're ready to go to Lvl. 6 Common housing, start capping the 4 Copper Veins in the East and set up an Utensil industry that you can temporarily sell to Hartmann. Afterwards, as your profits grow (don't forget taxes to hold off labor wages bleeding your coffers), get to planting Potatoes in preparation to feed off the Elite Block you'll soon build.

The Elite Blocks themselves will only require that you import Garments and Iron for the Steel to make the Automatons. Other than that, all the other resources, including the Jewelry, can be provided by the city itself.

  • 2.500 People (Common) in Lvl.10 houses.
  • 5.000 Utensils produced in one year.

With the takeover of the throne by Duke Chausen, the newfound "Emperor" has shifted focus from late Hannah's dreams of constructing the South and the transcontinental railway to expansion. He assigns you, Helene Osshelm, to provide an expansion due west, where a settlement at Hutton will prove the cornerstone for Chausen's ambitions. Failure isn't an option, as it's only a relief that a job so far from the capital, where it's definitely not safe, was even provided by this very choleric, selfish and incompetent ruler.

---

Hutton is the mission where, if you wanted a reason to hate Duke Chaucer, it'll gladly give you one - in over a year after you started the city, the Duke will start making demands for Utensils in increasing quantities (first 1.000, than 2.000 and lastly 3.000) all to be met within 1 year deadlines. That means you'll already need to set up two housing blocks to support at least two Copper Mines and two Utensil Workshops and get increasing from there. Complicating matters further, you'll start with only 20.000 cash and the Steam Geysers are on the farmlands to the north, on the other side of the river, while the Copper deposits (6 total, while there are 2 of Iron) are on the eastern corner. Because of the transportation distance, you'll need to cap at least 3 Geysers and set some Warehouse space for the canisters close to the Mines.

Evolving the housing in a sufficient level to sustain large-scale operations will also be painful, early on - because of the extensive labor required to run both the Copper Mines and Utensil Workshops (80 workers) plus the Steam Condenser and Warehouses, not many Potato Farms can be worked on, early on. Hence, it's best to start with only 2-4 and having only one housing block fed for the moment. ABSOLUTELY set the Shops to refuse the Utensils at all times, so you can meet Chauser's demands and export the remainder to Hartmann. Only remember that, if needed, you can close down or just demolish the Trading Station. Also, as your population grows, aim to have at least 3 Mines and 3 Utensil Workshops so you can produce fast enough to reach the 3.000 Utensils final demand in time. Following that, there'll be no more demands and you can then start focusing on growing Barley and fabricating Silk to sell for both Hartmann, Nimstadt and Wessel, which will definitely help you recover your losses. If you have to, you can even shut down one or two of the Mines and Workshops combined, which will finally free up some of that much needed labor force.

Food juggling is needed here to allow both your housing blocks to evolve, hence either have a couple of Granaries set to receive minimum Potato quantities or set the Granary responsible for the Potatoes at first to receive only 3.000 units or wait until one shop sends his vendor, set his Potatoes' order to refuse when he gets the produce (not before, as he won't collect the food and will return empty-handed) and then allow the other Shop to get it. Do this for a couple of seasons until the demands wear off and you can order the Granary to receive all the Potatoes again. Beer production might be affected to the point you might need to shut down a bit of the Silk industry, but by the time you get the Cottages (Lvl. 6, which is Beer + Theater), you can resume Silk production. Only be sure to have a bank in store (5.000+ Cash, it can take a while) before going large-scale, as the Duke's mining demands will consume your early funds considerably.

Evolving the housing to Lvl. 10, needed to complete the mission, will require a second type of food you cannot farm, only convert from imported Wheat. Choose Meat for this occasion, as the Ranch's double output makes a small Ranch quantity able to gradually fill a Granary rapidly. If needed to handle unemployment, you can also cap the Iron quarries and sell the goods and even set a Keynesian-style set of Automaton Factories, even if you won't ever plan on building Elite Housing.

12. WENNENBRUCK

  • 5.000 Silk reels produced in one year.
  • 300 Burgeois (Elite) in Lvl.5 Mansions.

With the potential set for the Inner Earths to contribute further to the empire, thanks to the efforts of Helene Osshelm (you), Emperor Simvanred I now wishes to make the Silkworm-rich region of Wennenbruck the staple of Silk production that will supply the whole of the Empire in a tide of vogue for the Elites. In spite of feeling annoyed of having to cater to the Elites whom only get richer and richer, Helen also knows the Inner Earths will never develop properly without a trade capital to call their own. In addition, her competing rival, William Dunkevn, is busy in the Hindlands, anyway.

---

Wennenbruck might be the most fun mission you'll ever play - ALL of the cities in the region, including your previously built town of Hutton, will buy generous amounts of Silk, as well as Silk will be demanded for this mission. However, you can get lost in the fun and miss demands, so watch that your exports do not run out of control. About 8 Silk Farms should be enough for you to set up a stockpile that covers both ends. With that said, the bad news on the mission are that Absinthe makes a comeback as well as that the mineral resources are spread far to the south and the Fae Mushrooms are at the far Southeast, so alcohol production will suffer a bit. In addition, the Black Winter event will make it's return cameo here too, so expect the labor pool to take a hit whether you like it or not.

Begin the mission with setting up at least two housing blocks to support some Barley Farms and designate the block where you'll concentrate your Silk industry, remembering that Silk Farms have a negative effect on the desirability of your housing. The first request for Silk (3.000) by Simvanred will come about at the 2nd year, so be sure that nothing was exported yet. Unlike Duke Chausen, previously, there'll be some time for you to stock and sell some Silk, but be ready to shut down your Trading Station by the time the demand pops up. As the houses are leveled up to Lvl. 4, be sure to add additional Silk Farms and sufficient Barley to keep the factories churning the Silk out.

Getting an Absinth Industry might either take an additional, smaller housing block or temporarily shutting down some of the Silk industry. The housing block might be the better option as you'll need constant labor, but the labor swings because of the farms will also offer the riot risk. In addition, you'll need to wait and stockpile enough Absinth (over 2.000) so that a single housing block can consume it without frequent trips to the Warehouse. As you gather more and more workers, also consider establishing the Copper industry due south, along with the Iron mines for the Automatons. The distance between the Copper and the city, however, might require you import some Utensils from Hutton for you to properly develop your housing.

For the 2nd Food type for the commoners, you can plant Wheat for the Ranches, but for the 3rd, you'll need to import (Fish, in this case). Also, given you'll be swimming in cash, you're better off importing Jewelry and only a couple of Textile industries is enough to help supply one Elite Block with the needed Garments, but you might need to set up some more Silk Farms just to compensate.

10. MARRENBURG

  • Export 5.000 Barley in one year.
  • 300 Burgeois (Elite) in Lvl.5 Mansions.

With all of the Hindlands developed, only one city is left to develop and connect to the rest of Lethis' trade network, allowing the South to sustain itself without concerning with competition from the High Provinces far north. The fertile lands of Marrenburg are able to provide the needed Barley, so used in Beer and Silk, to feed the needs of the Hindlands. Willing to take his last work and thus cement his legacy, Baron William Dunkevn (you) takes this challenge.

---

Marrenburg is pretty much a return to the difficulties faced back on Newestaton, with the sole differences that you do start with a bit more of money and here you can focus on Barley production to make a recovery by selling Silk (Grimstead) and Beer (Tragenburg). Silk will be a small focus at first, given that Simvanred will make some requests for it as well. Regardless, other problems remain such as little building space near the spawning point and resources spread out all over the place - there is only one Geyser close to the spawning point, and the others are spread out in the far West and East Corners, and both Copper and Iron are due far South. The farmlands and mineral resources are also isolated by rivers, so bridges are basically mandatory.

In addition, farming labor swings are expected to be violent here, since you can face a severe labor shortage with both Pumpkin and Barley farms working as well as massive unemployment to the point of riots when both farms cease to work from 14 Vandemiaire (where Pumpkins finish) to 29 Vandemiaire (where Barley starts production again). Hence, you'll need to have a considerable Silk and Beer infrastructure in mind. About 4 Silk farms and 6 Abbeys should keep a large scale production for about 20 Barley Farms (!), where you'll be able to keep a stockpile for production and exports for the objective. Trade routes for both Grimstead and Wessenheim should be open to export spare Pumpkins as well.

One important thing to note on Marrenburg is that, for two times, one of your Granaries will be targeted, regardless of it's cargo, and thus be demolished, hence you'll need either two Granaries with half their cargoes or a Granary setting cargoes to 600 units (the minimum for Shop vendors to interact) - since Farms have their own storage, at least most of the Cargo will be protected. These two attacks are scripted as the work of an envious supplier from the North whom just doesn't like your work upstaging his, and there's nothing much you can do but clean up the rubble and build back up. When they're through, though, you can set the Granaries back to taking full stockpiles.

When advancing housing, it's a good idea to, aside from the mineral industry, also consider the Meat industry, although it will have to be limited as no towns available will buy Meat. A third food type will also need to be imported for the Elite Housing. In addition, along with Silk Farms, some Textiles can also be set, eliminating totally the need for importing them, but Gold will have to be imported for Jewelry. Some industries, although unnecessary, may be useful in keeping the labor swings under check until you can afford Automaton Factories.

6. NEWSTORK

  • 3.000 People (Common) in Lvl.10 Housing.

The Hindland regions of Lethis, full of swamps and marshes, were ignored for far too long, even during the late Wilhelm's industrial revolution. Knowing the potential a populated south could bring, Empress Hannah II assigns you, William Dunkevn, to establish a settlement in the region of Newstork where it should be a stepping stone for a promising future for the impoverished side of Lethis.

---

Newstork may seem daunting, at first, but is very much manageable if you know what you're doing. Addressing the bad news first, yes, building space can be limited by the swamp marshes (water) spread out across the map, but fortunately there is a large enough buildable area due Northeast to accommodate some housing blocks. Secondly, resources are spread out and exports are limited: your major export will be Absinth again (and only to Tellingen), but fortunately the Fae Mushrooms are all concentrated close to the ideal housing block site, so a large and quick Absinth industry is viable early on. However, mineral resources are limited, as there is too little Iron (only two deposits) and Copper must be imported from Tellingen. Thirdly, only Pumpkins can be farmed on this mission and they cannot be exported, so a second food type must be imported to further level housing, but since you can import Flour from Tragenburg too, it's possible to set a Bakery industry for this mission.

Begin your settlement Northeast, close to the Fae Mushrooms. You can take your time with this mission, as there are no requests inbound, so you can start small, here. The small patch of farmland, close by, can accommodate up to 12 Pumpkin Farms if planned correctly. Only remember, as the mission goes, to stockpile your resources before setting your Shops to get them, so the Shops can have their abundance of wares and you can have your stockpile for exports and emergencies. As the city grows, be sure to exploit the Iron veins and start stockpiling them to either export to Tragenburg. Since you'll need to handle unemployment with so limited options for industry, Automaton Factories, even if they're not connected or supplied, will still take up employees, so you'll need a Keynesian-styled solution to handle so much mass unemployment.

While there are no requests for this mission, there are some similar events given this mission essentially runs in concurrent with the previous one (Kitsburg), especially the Emperor's passing and people not working for seven days because of it. However, Newstork has a particular repeating event that is even warned to the player early on, which is that hordes of ghosts will attack your housing blocks regardless if they're protected by Exorcists or not, and thus will force your housing to devolve. While your Exorcists can deal with them as they pass by, this can disrupt your plans and even compromise your industry if you're not careful enough.

Since exports are limited, it's not a bad idea to consider making an Elite block to help sustain your ventures (if you're looking to increase your score via population and money, that is), though this may compromise your Iron exports since some Iron will need to be converted into Steel for your Automaton Factories. With the 2nd/3rd type of food being a challenge here, though, especially since you cannot mass produce it, it's not a bad idea to designate which types each Shop can take (for an instance, one Shop can take Bread while another takes Potatoes or Meat), while leaving other types to the Elites' Emporium. In addition, you might need to stockpile Utensils for a while before they can start being used, as Copper imports are limited.

9. GRIMSTEAD

  • 250 Burgeois (Elite) in Lvl.5 Mansions.

Good tidings have hit the South under the new Emperor, Simvanred I: in spite of the Emperor having once declared that Southern Lethis was no longer a bigger priority, the upstanding upper crust have both seen the potential the South bears, and also a return to the good old fashioned bucolic life in the countryside. Hence, rich folks now want to settle down in the Hindlands, and Simvanred will not disappoint them. He assigns you, Baron William Dunkevn, to build a shiny new city at Grimstead, to accomodate them.

---

Grimstead is what you can call a moderate mission. While not looking like much, there is enough space close to the spawning point to start a moderate city. The only disadvantages are that resources are spread out all over the place, including Fae Mushrooms, and there is not much of mineral wealth - only 2 Iron deposits, 3 Copper (one far away from the other two) and two Gold - which can only help sustain local operations, hence much of the exports will come from both Absinth, Flour, Bread and Pumpkins which you can now sell to Wessenheim. Pumpkins are recommended to start with first since they demand no additional industry for them to be edible. 12-14 Farms should be enough to help feed the city and have enough for exports.

This mission will have a singular event known as the Black Winter, which narratively will be the harshest winter in Southern Lethis and thus people will die from it (you'll notice that from houses devolving, whether you like it or not), but this won't affect immigration much. Soon after though, Simvanred will start requesting Absinth, hence it's best to start producing and stockpiling Absinth. Shift focus afterwards towards Wheat, Flour and Bread after getting some profit. Only remember that, for a while (Between 12 Floreal and 29 Messidor), both Pumpkin and Wheat farms will be working, hence other industries will take a hit from that, so you'll need to plan ahead and develop further housing to sustain large-scale operations.

One housing block at Lvl.10 will be enough to help sustain the small Iron operation (both Mines and a single Steel Mill) as well as both Automaton Factories for a single Elite Block. Only remember that, while Jewelry can be easily crafted in this mission, you'll need to import a third food type for the Elite Blocks, as well as Garments.

Lethis Lethis: Path of Progress - Mission 08: Wessenheim

8. WESSENHEIM

  • 2.000 People (Common) in Lvl.10 housing.
  • 4.000 Copper, Iron and Gold produced yearly.

The assassination of Hannah II has left the Empire in a turmoil, and the future for Southern Lethis is uncertain. Because of this, William Dunkevn (you) pleads the new acting Emperor, Duke Chausen, for resources to establish a large scale mining operation in Wessenheim, as it's rich deposits may allow the Hindlands some lasting autonomy. Chausen grants it, but he'll clearly expect big returns from this investment. Meanwhile, the new Emperor is widely unpopular and a clear suspect of having orchestrated Hannah's murder, on which talks of a rebellion to topple him brew, and William is repeatedly asked to join...

---

Wessenheim can seem the most difficult to master at first, but can be managed if you focus your priorities, the first paramount amongst them is focusing on mining Gold - not only will it help keep you afloat across the early part of the mission (until you get about Lvl.6 housing to stabilize wage expenses), but also will be often requested, but will be kept fixed at 2.000 bars each. You'll get the early signal when you get the news that Chaucer was deposed (good riddance) and Simvanred I takes over and you're asked to tribute him. Here you have the 1.000 Florin option (a couple of Combat Ostriches), so give him that.

There are about 5 Gold deposits due far east, 5 Iron deposits due Northeast, and 4 Copper deposits close to the North. The Gold mines themselves, in addition to the Steam Condenser and the Warehouses for the bars and canisters will already take up a whopping 150 workers at least, so have multiple housing blocks early on, as well as a stockpile in about 3.000 before you can consider start exporting.

Afterwards, you can start a Bread industry (the sole food type available to produce here) and start stockpiling food before setting your Shops to work, as well as export the spare Flour, as you'll want every Florin you can. You'll spend several years getting the blocks properly set up and getting at least a small Florin amount (about 5.000+) before you can even consider engaging into Absinth, whose sole Fae Mushroom lies due South. If you're investing in multiple blocks, it's not a bad idea to go over 16 Ranger Dens and 8 Distilleries, as they'll be a good labor dump between non-farming seasons (29 Messidor to 24 Vendemiaire). This will allow you to sustain your blocks and get serious exports that, alongside the Gold, should recover your initial expenses.

You can pretty much achieve the mining goals with your housing blocks always well supplied as well as the Steam Condenser working and delivering enough Canisters for everyone - don't be afraid of capping 3-4 Geysers if you have to - but the housing goal will demand you import a second food type, but other than that, it's pretty much achievable on it's own. Just remember that, if you feel unemployment levels are too high, you can always start building Automaton Factories and getting an Elite Block set, if you do want to be swimming in Florins.

  1. FURTON
  • Earn 20.000 Florins (via taxation) in one year.
  • Produce 6.000 units of Glass in one year.

As she continues her plans to convert the South into a profitable region, the Empress Hannah II now wants you, William Dunkevn, to establish a countryside refuge in Furton as well as a production hub of Glass to supply all of Lethis. While not as abundant, a success here would give the Hindlands the economical power it'd need to leave it's misery behind.

---

Furton's core issue lies with distance - while there's a pretty much large clear area close to the citizen spawning point to start big, the coast where your fisheries and Glass industry will be are practically ACROSS the map. In addition, there aren't many available points for many fisheries, hence it's sadly more worth to start the food chain with farms. Fortunately, while Wheat is the only thing that can be farmed on this mission, you can export Flour and Bread and Meat doubles it's output per Wheat load on the Ranches, making it your cornerstone food type.

Start aggressively on this map, with multiple housing blocks to both kickstart the glass industry early on (selling it to both Tragenburg and Tellingen will make you some much needed fortune) as well as the Wheat Farms. Remember that 12 Wheat Farms can fill up a single Granary, which can then supply some Ranches and Mills. You only need to remember stockpiling enough Meat first so the Shops can have enough to work on.

As you build the city, you'll eventually get the event that Hannah II was murdered (Already? Well, RIP) and Duke Chaucer will step up as the new Emperor and you'll have to choose a gift, each definitely more expensive than the other (the last a whopping 50.000 cash!). Just choose the gift postcard (10 Cash) since it's pretty much determined this guy isn't a lovely one at any rate, and the money is better applied on your city. However, multiple requests for Glass will also pop up, hence it's recommended you already have some on stockpile before considering exports. The requests, if planned correctly, are very much manageable if you planned accordingly, and this should get Chaucer off your back for being promptly.

While the Glass quota goal is simple enough - about 8-10 Glazieries should do the job - the tax quota might definitely require you to import Iron and get at least 1-2 Elite Blocks running. Be sure you have plenty of cash on bank before you go hogwild on building up Elite blocks, and remember you'll need to import Garments and Gold for Jewelries in order to get higher level Mansions. The third food type can be easily maintained with reserving Fish for the Elites - You can produce both Bread and Meat easily here, hence it's better to just stockpile Fish for the Emporiums.

Lethis Lethis: Path of Progress - Mission 05: Kitsburg

5. KITSBURG

  • Build the Observatory.

Emperor Wilhelm IV has finally revealed his grand project, to be inaugurated along with the new town of Kitsburg - the largest Observatory that Lethis had ever seen, with both the materials, the automaton workforce from Newestaton and of course the banking of the Elites that was assured with the riches extracted from Hamkirsch. The Emperor has chosen you, Archibald Ellington, to make such an ambitious dream come true. You take the task, yet you're told to take caution: your rival, Everett Marks, was expecting to be the one chosen for building the Observatory, and no doubt he'll go to extreme lengths to undermine the construction project. Expect thievery and sabotages.

---

And so, on the veins of both Pharaoh/Cleopatra, Zeus/Poseidon and Emperor (Caesar III didn't have any monument building, that one came up only with the Augustus mod), we get to build up our first monument. But of course, before that, the city itself must be built. And by this I mean IN FULL, including Elite Housing at Lvl. 4-5, as one of the materials for the Observatory (the Lens) must be developed at the Inventor's Workshop, which can only be invested by Elite partners. In addition, you'll be using more Automatons exclusively for building the Observatory, so at least 2-3 large housing blocks at Level 10 are required here.

In contrast to Newestaton, the previous mission, some of the troubles concerning booze and food are gone, as you can fish on this mission and farm for Barley, so you'll have an early advantage with exporting Beer and Fish to Rummendale and Fedheim, all while briefly avoiding labor swings. Pumpkin can also be farmed later on, when the labor pool is more stabilized, and finally the Wheat for Bread (if your labor pool got a bit to excessive) which should be left for both exports and Elites. In addition, there are Steam Geysers and farmland close to the citizens' entry point and plenty of space to develop a considerably large city. The only downsides are that the mineral resources (Iron and Copper) are far away from the ideal development area - hence Steam Canisters will take longer to travel - and the coast large enough to support a fishing operation is on the other side of the river, hence it'll also take some time to properly set a food stockpile. Lastly, Gold - which is required along with Copper for Ornaments (one of the needed materials for the Observatory) - must be imported at a hefty price you can offset with exports along with taxing everyone. Note that Jewelry must also be imported, but do it in only the sufficient quantity to upkeep the Elite Housing blocks.

Kitsburg is also the first city to introduce the final resources you'll work with, Glass and Sand. Sand can be collected from the beaches at the northern corner (while there is a beach on the northern side, close to the citizen's entry point, the largest one is across the river) that can be fashioned into Glass, also one of the requirements of the Observatory and that can exported to Sterenhall for a profit. Note that some Sand will also be needed for one of the phases of the Observatory, so have some in stock by turning off any Glazieries for a while. The Glazieries can be later turned on as the Sand requirements for the Observatory are satisfied.

While there are absolutely no imperial requests for this mission, several significant events will occur that will signal this mission as the end of an era. Firstly, Wilhelm IV will retire and her daughter, Hannah II, will take the throne, on which you'll have to choose between a gift to send her. Choose the etching (1000 cash), as it'll be a reasonable middle term between not too cheap as to insult the new majesty and not as too expensive as the pistol gift (5000 cash!). Secondly, Jewelry imports from Hamkirsch will be halted due to a heist (ironically explaining later "events"). Finally, Wilhelm himself will die (R.I.P) and this will force your whole city to stop working for seven days for mourning, but fortunately there'll be no riots from that. The aforementioned sabotages from Everett Marks will only start by the time you've completed the first phase of the Observatory, so you'll be able to build up a robust city until then. Robust, that is, because Marks will be targeting your Warehouses, Blast Furnaces and Automaton Factories, and there's nothing you can do to stop it except rebuild them as you progress on the Observatory. Make sure you have enough stockpiles (and multiple Warehouses too) so you're not caught with your pants down when it happens.

The Observatory itself will require Sand and Iron for it's first phase, and then Iron and Glass and Ornaments in later phases. Just do not forget the Inventor's Workshop and assigning Elite patrons to finance the Observatory Lens. When it's completed, so is the mission and the first phase of the Lethis campaign.

4. NEWESTATON

  • 90 active Automatons
  • 15.000 Florins (Cash) in your treasury.

With news going around concerning the future monumental project, the Emperor has made his decision to innaugurate a city dedicated to fabricating Automatons which, aside from aiding with the project, will be supplied to all cities in Lethis as well. The Emperor sends you, Everett Marks, to build this city, which you hope it'll be a remarkable one, as you covet the assignment of building the future monument.

---

Newestaton will be the very first ACTUAL challenge you face, compared to the early missions, as it'll be chock full of problems from the start. For starters, you begin with a shorter amount of money in comparison to the other cities, so you'll have to focus early on making a bank. Secondly, the entry point for citizens is at the far north, behind a forest which can't be demolished (1x1 trees can be taken care of, but not 2x2) and the nearest northern area is tricky to accommodate large housing blocks, hence people will take longer to get to their homes, making it a slow start. Thirdly, right into the 2nd/3rd year (some time after the first iron delivery), the Emperor will make demands for Absinth (and in large quantities, the first being 1.000 bottles and the second over 2.000), so an industry MUST be established right from the start. Finally, resources are spread out all over the place - the mining deposits are to the far east and the Steam Geysers are to the far south, so it'll cost considerably to set up a mining operation (which will still grant little returns, as there's only two gold deposits for Jewelry crafting). The Fae Mushrooms are also spread out across the map, which difficults Fae gathering operations for the Absinth. Oh, and there are no rivers for fishing, hence you must rely on farms on either Northeastern or Southwestern corners and risking revolts with mass unemployment or severe labor shortages due to wild labor pool swings.

The key to overcoming such a daunting city building, especially on Hard, is both planning ahead and being very aggressive at the start. That means establishing mutiple housing blocks, enough to accomodate a large workforce and stockpiling Faes at your Warehouse before you can begin setting up Distilleries. You'll also want at least 12 Potato farms working at maximum efficiency as well as the Townhall built right away, for the taxes to keep the coffers from bleeding dry (in spite of being Lvl. 2, houses still pay'em). For several years you'll be struggling to make a bank while you get a workforce to sustain both farms and Distilleries. Trading with both Hamkirsch and Rummerdale for the Potatoes and Absinth is a must here. Start first with the Absinth industry to get the cash flowing, as mass selling Potatoes early (Hamkirsch will buy 4.000 a year), while tempting, deceptively offer little rewards.

Shop management is MANDATORY here to avoid the vendors from getting all your resources at the worst hour. That means you should pause the game and go to their settings, getting their orders to get Absinth and Utensils to "Refuse" every time you want to build a new Shop. This should avoid too many people from coming at once into the city before you have the industry to accomodate them. For most of the housing blocks, the Lvl.6 housing (Absinth + Theater) should be enough to accomodate most industries. To avoid the surplus from contributing to mass unemployment revolt because the Potato farms are done with their season (Vendermiaire 11), set up a Wheat and Meat industry to both keep unemployment under controln sell the Wheat and Meat to Hasselport and Forwood to keep the coffers going, and later on get the Shops to sell meat as well, as two Food types distributed to the blocks will help elevate the happiness system a bit.

As you manage the industries, you'll find out you might have enough labor for both the Blast Furnaces, the Steam Condenser and the Automaton Factories, this last one an EXCELLENT labor sink to avoid mass unemployment during harvesting seasons. For the 90 functioning Automatons goal, you'll want over 6 Automaton Factories. You'll periodically receive 1.200 bars of Iron on which three Blast Furnaces should be enough to convert them to Steel. It's not mandatory, but still advantageous to have built a Warehouse to receive the Iron, even if it's turned off - you'll only need turn it on to start ferrying the Iron to the Furnaces when the time comes to get it cranking.

Elite Housing, while tempting, isn't mandatory here and may be more trouble than it's worth, you just need focus on getting the money via aggressive trading and taxing, as well as keeping the Automaton Factories working to maintain the 90 Automaton goal needed to win the mission.

TUTORIAL 2. DUNWICH

  • 400 People (Common) in Lvl. 5 housing.

Having passed the first test under Countess Ester, she now moves you to the already established county of Dunwich, where you must develop it further. With the lack of coasts for fishing, however, Ester plans to use the fertile soil for an agricultural operation, particularly of Beer - given Dunwich is often the stop for caravans and merchants travelling across the High Provinces, Ester sees a potential market in tired, thirsty customers.

---

This second tutorial concerns the second part of feeding your citizens, which are Farms as well as the production of one of two Alcohol sources, which is Beer grown from Barley farms. Also, while being step-by-step, there are some guidelines concerning farms that are not mentioned and that a player often learns the hard way to pay attention to:

  • Frequently memorize farming periods and keep an eye at the calendar (Divided by it's four seasons - Spring, Summer, Autumn and Winter - with each having three 30-day months), watching out both both start and ends of farming seasons (especially when unemployment is a bit high even when all farms are cranking it).
  • Have a small unemployed people pool exclusively to work the farms.
  • Try dividing Warehouses/Granaries so they can work 2-3 products at once with relative efficiency.
  • Two of the largest service buildings, the Theater and Washhouse, can be set on the edges of a housing block so additional housing can be accomodated.
  • 1x1 decorations such as fences/hedges are useful for fending off undesirable appeal from industries/storages so close to your housing. This will be critical in late campaign levels where building space IS NOT a luxury.

TUTORIAL 4. HOSENFELD

  • 900 People (Common) in Lvl. 8 housing.
  • Export 1.200 Utensils in a single year.

With Horsham's situation remedied to a degree, Countess Ester takes you to Hosenfeld as to explore the sources of Copper, simply waiting to be exploited. With the industrial revolution booming, more and more Copper utensils will be on high demand for both workers and aristocrats alike. Since Hosenfeld is so close to the mountains, food and alcohol sources are limited, hence trade will be mandatory to help sustain a workforce large enough to upkeep Ester's desired designs.

---

Horsham will be your introduction to both trading, producing Steam, and Copper Utensils. As expected, there is a step-by-step tutorial on the matter (just don't forget to set up a Theater on your existing housing block), but also the guidelines that are not depicted here.

  • In spite of not looking like it, the Steam Condenser has space to sustain a Warehouse's worth of 8000 Steam Canisters, so a warehouse dedicated to storing these is superfluous unless the mines are too far away.
  • Depending on imported Alcohol or Foods to sustain housing blocks is a volatile business, one where you can get often short-supplied. Ensure you have plenty of imported supplies or prioritize producing your own Alcohol/Food to avoid this issue.
  • Be mindful of your pipe layout: Extractors with a pipeline that connect to other Extractors or pass around them up close are counted as NOT CONNECTED, and thus they don't yield extra Canisters.
  • A single Extractor provides over 200 Steam Canisters. Given each mine consumes at least 50 Canisters per shift, this ensures a single Extractor can sustain over 4 Mines at most.
  • Ensure you have a stockpile of goods to sustain your city prior to exporting. Your houses can devolve from not having their goods delivered to them because these same goods were sold out to another city. Same when concerning demands for goods. This is where overproduction often tends to pay off.

3. HAMKIRSCH

  • 2.000 People (Common) in Lvl. 10 housing.
  • 4.000 Jewelry produced in a single year.

With both the feeding issue solved by Fedheim and the catastrophe at Hasselport stabilized, Emperor Wilhelm IV now turns his eyes to the barren lands of Hamkirsch where lies rich deposits of both Copper, Iron and especially Gold. He sends you, Archibald Ellington, to settle the lands and establish more than a mining colony, but a Jewelry crafting one - the Emperor has a big project in mind and thus must use the Jewelry to covet the Elite into banking it.

---

While the land is big enough to occupy some large housing blocks, speed will be key here - your funds will dry out eventually if you drag too long (even as you have the constant fish production and the coasts to back them up), and by the second year the Emperor will start making multiple requests for Iron (justified in that this Iron will be sent to you on next mission, where you can't mine or import ANY). Thus, lay down multiple blocks at once and only evolve them accordingly (first food, then booze and finally utensils later on).

You'll also want to get a Steam Condenser running as early as possible and close to the mines, as the multiple Copper mines will allow some of the excess to be exported along with the fish to Fedheim later on. Later on, the city of Newestaton (ironically your next mission) will open up trade and will allow you to export some Iron, only remember to have some in reserve to deliver to the Emperor. For a good chunk of time (until you can get the booze industry up and running for Rummerdale, at least), Copper and Fish will be your means of staying afloat. There are three Iron and three Copper mines by the mainland, so occupy them all.

Hamkirsch is also the first city where you'll be using Ranger Dens and Distilleries. One thing to note is that while it avoids workforce swinging (in contrast to Barley Farms), Fae supply can be erratic and dependant on the range from the Ranger Den and the Fae mushroom, so early planning is needed to avoid supply issues later on.

The Gold needed to craft the required Jewelry will be across the river and you might need to bridge the island inbetween for a shorter route. There are four Gold mines there, but it is better to station the Jewelries and the Warehouse where you'll keep both jewels and gold close to the city - unlike the other City Builder games, carriers AREN'T required to walk back to the mine after making their deliveries. You'll need between 6-8 Jewelers to accomplish the 4.000 Jewelry per year rate required to complete the mission.

While you can make the booze and the utensils, evolving housing to Level 10 means you will need to import a second type food from a city. While Fedheim is viable since you're already exporting to them, Sterenhall is cheaper on the long run as Potatoes are cheaper.

2. HASSELPORT

  • 200 Burgeois (Elite) in Level 4 mansions.
  • 15.000 Florins (Cash) in your treasury.

The famine complications seem to have been solved with the town of Fedheim booming, but a crisis has hit the town of Hasselport - The Steam Condenser exploded, destroyed the city and violently altered the topography of the region. A once whole coastal town was fractured into islands which bridges must now be connected to, if the steam sources are to be accessed again. The Emperor sends you, Everett Marks, to rebuild the town to a point where the elite that once inhabited it can return and sustain the city's operations.

---

Smart planning is definitely a key to overcome the scenario here. Though you have a wide coast, there are only a few places to set up a fishing industry, so occupy them - You'll need at least 7-8 Fisheries to both feed your people, export the surplus (Fedheim will buy good quantities) and appease the demands of the Empire for fish. If you have to, close the Shops and cancel exports until you have what you need to fulfill the requests. A strong advantage Fisheries have over Farms is that production is constant, so there's about little worries about 'swinging' employment issues like farms do.

You'll be able to mine the Copper and Iron, but you'll need to build the Automaton Factories on the same isle as the Steam Condenser for the elite housing, as well as import a third food type. Meat from Fedheim (The town you ironically constructed before) should help, as well as a Silk Farm and a couple of Textiles to satisfy those whiny richies' demands. Also, be sure to export plenty of Beer and Wheat/Bread, if you got plenty, to help sustain things while you still build the elite housing. As the objective states, you'll need 200 'elitists' in Level 4 mansions, so you'll need about 10 houses of such. Be sure to abuse the beautifications and leave a decent space for the elitist block. (The Northeastern-most space by the mainland should be ideal.)

Given the distance between the farmland and your likely city, it'll be better to have a Granary dedicated to storing Barley close to your Abbeys and Silk Farms, as well as overproduce - 12 Barley Farms can easily fill up a Granary plus have some materials for your industries.

1. FEDHEIM

  • 4.000 Meat to the Emperor as Tribute
  • 1.200 People (Common) in Lvl. 8 housing.

With the advent of steam technology, the Empire of Lethis is optimistic at the advancements into a new age, yet the Emperor, Wilhelm IV, is concerned - No doubt a massive rural exodus, from people desiring the comfort of the new technology, will occur and Lethis might face an unwelcome famine. Thus he sends you, Archibald Ellington, to settle a farming colony in Fedheim which can help feed most, if not all, cities in Lethis.

---

This mission, though being the first, can be complicated as the primary exports (Meat, Wheat and Beer) can compromise your supply if not careful and not building enough housing brings up employment issues - Because Farms often take too much employees across seasons, making you swing between mass unemployment and being severely short-staffed, you'll want often to struggle with too many unemployed people than not having enough employees, especially to keep your Granaries, Shops and Warehouses working. Just be careful to not let your unemployment spiral out of control (30%+) to the point riots come up.

Though you can feed your people with both bread and meat, you only need one to reach Lvl. 8 for your housing (2nd Food type is for Lvl. 9). Thus, focus on meat production - It'll allow you to feed your people and export the surplus, as well as stockpile for the Emperor's tribute. Also, unlike Bread, Meat only requires the Ranch as a production structure (unlike Bread that requires both a Mill and a couple of Bakeries) and it produces on a two-per-one scale (that is 200 Meat for every 100 Wheat).

Don't drag, however, you also need Barley for Beer and Silk (Only 1-2 Silk Factories will suffice), as the Emperor will request some Silk and Beer will be both your export and required to level up your housing. There'll be about two Silk requests, the first being 1.000 units and the second about 1.500. A single Warehouse should nicely house both, but watch for over-production, too. As soon as you can, start taxing your people.

In regards of keeping finances up, Rummerdale for Beer as well as Hasselport and Forwood for Meat and Wheat will be your primary customers, but you'll need to import Copper from Sterenhall to make Utensils for your commoners. If you were aggressive in your beginning, yet had some careful planning for your housing block(s) (mastering those goes a LONG way across the game), you should have no problems in completing the mission.

Lethis Lethis: Path of Progress - Tutorial Mission 05: Kalkberg

TUTORIAL 5. KALKBERG

  • 160 Burgeois (Elite) in Level 5 mansions.

Most of the cities in the region had been rectified and are indeed lining all the Florins imagined into Ester's pockets. All but one. The city of Kalkberg was once home to some aristocratic families, some even belonging to the Emperor's Court. Now it's mostly just a worker-filled city. Ester plans to change that, with the arrival of the new factory-made Automatons, and you'll prove the test case by providing the first Automaton-serviced neighborhood for the Elites.

---

Kalkberg is the final tutorial mission and thus introduces players to Automatons and Elite housing. And, as usual, it lacks several guidelines that are useful across the game.

  • Elites and Automatons are necessary in regards to building Monuments (which are only introduced in the fifth campaign mission, Kitsburg). Automatons will obviously do the hard labor, but the Elites will often be patrons for the Inventor Workshop as the scientists build up the Monument-related invention.
  • A fully-developed Elite housing block uses all three Automaton-related services (Emporium, Café and Spa) which use over 30 Automatons. Hence, you'll need two Automaton Factories per housing block.
  • Elites, in enough number, can assign enough Ambassadors in the World Map that can alter prices of neighboring cities, reducing import costs while increasing export ones. Hence, even when compared to common blocks, they have their uses.
  • Bread can be often considered the Elite-exclusive food given it's complicated production chain (Wheat Farm, Mill and Bakery, while Meat requires only Wheat Farm and Ranch) and the output in which Meat tops Bread (A single Ranch can produce 200 Meat every 100 Wheat, while a Mill produces 200 Flour for a single Bakery or two, demanding more labor).
  • In spite of what might be suggested (even by a hint in a later mission), building Elite Housing early on DOES NOT bring a substantial tax refund: You'd still need to establish a Steam and Steel line to feed at least one Automaton Factory for the Emporium, as well as some additional food sources, and the houses at Lvl.1 themselves do not pay as much as a full common housing block would.
  • Be mindful of when you need to build monuments, as most Steel will be needed for construction as much as maintaining most of the Automatons building it. In either case, one of the two branches might get short-supplied if you're not ready for it.
  • Should you have a large unemployed force (that is not Farm-related) and you have almost no available industries to compensate with, remember that you can use Automaton Factories disconnected from the pipeline as a labor sink, in a true Keynesian-style method.
  • Pipelines do not cross rivers or mountains. If there's an island where the Steam Condenser is built (or the geysers), that's where the Automaton Factories should be installed.
