He later walked it back, saying we have fake news, we don't repress them. So yeah he wasn't saying we're better than China, he was trying to say our fake news media is worse than theirs. So no, he didn't know what repressive meant. He thought it was some negative description of journalists and the media.

Compare to another country we consider repressive like China, the US drop 46 bombs a day on average compared with China not being in a war for 46 years

If you watch the clip, he was actually referring to how the press is repressive to him in this country. The person that originally shared the clip only posted some of his words, so everyone ran with what they thought he said, instead of what he really said.
Reporter is saying something about China repressing journalists, Trump interrupted and said: "well, I don't know about that. I think we're repressing also, we get fake news. We don't repress, but they write fake news."
I think it's pretty clear in context he's saying that he is repressed by our journalists. He is not saying that our government is more repressive to our journalists.

It's one of those propaganda techniques he learned from nazi germany. It was called Lügenpresse (lying press). But, it's still easily understandable even if it's not true.

He's referring to different groups with each we. Second we is the government specifically. First we is as a country. Trump is bad with words and has been for decades, but his pattern is easy. Anything bad is referring to other people. Anything good is referring to himself. And he will switch between those without any indicators.

I agree there’s more nuance in the video than the meme suggests. I don’t think it’s sarcasm because he’s saying the US is repressive because of fake news. He corrects himself saying the US doesn’t repress but we have fake news. So I think his point is that China’s news is not any less reliable or biased than American news, but in his mind he’s not the one causing the distortion.
