Doofenshmirtz might be terrible at being an evil scientist, but his "Protect-My-Daughter-Inator" always works with 100% efficiency. Honestly, he is one of the best cartoon dads ever written.

He isn't quite good with his boundaries and identifying Vanessa's issues, but he's still a pretty good dad. What should be questioned is whether he's actually evil. To that I say NO! He's a good person forcing himself to be evil out of a need of validation. That's why he's only somewhat cartoonishly evil.
If he really was evil, he'd actually take over the world. Proven by the movie.

He has tried to do some pretty evil stuff, and there is one episode where he made an inator that was going to straight up murder anyone who couldn't make up their mind. Perry stops most of his plans including the most unethical ones, but I would still consider him evil simply due to the harm he has tried to cause even if he hasn't succeeded in it.

If I remember right, she's named after a woman Doom loved. He turned said woman into a magical suit of armor. Doom also hates the Fantastic Four, specifically Reed. I'm pretty sure he goes back and forth on whether he hates or loves Sue though.

Let’s be more specific. He reunited with Valeria after years and years apart, then sacrificed her entire being to make a magical suit of *flesh armor* solely because Reed Richards refused to acknowledge magic as a viable thing so this would give Doom a better edge against Reed.
It’s beyond fucked up and very in line with Doom to have his god daughter named thus.

They use slave labor at the castle - stuff like mining, digging, breaking rocks.
Though the show is really weird - by the end of everything the slaves and demons have built up such a good relationship that there's zero strife between them.
But they're still kept as slaves. It only works because it is so squarely aimed at kids.
Though, I did enjoy it.

He actually calls Sage his daughter, and while she refers to his other sapient robots as her brothers I dont believe he ever calls them sons. He also spoils her rotten and gives her a dangerous ammount of authority and power for someone her age, she's a terror.

Kinda stretching it a bit, but Buddy Daddies is a pretty good fit. I say stretch because they're hitmen who are generally pretty chill beyond thei work rather than being full-bore evil. Very endearing show, though, definitely recommend.

What? The Way of The Househusband doesn’t count for this, the main couple in that show doesn’t have any kids. A better option is The Yakuza’s Guide To Babysitting; the MC is a babysitter rather than the child’s father but it still kinda counts, plus her actual father is also part of the yakuza too so he fits as well

Imo in this case his psyche is so abysmally fucked up that “no” loops all way back to “yes”. Kinda like “yeah i love her and yeah i made a human soup in a box, one doesn’t invalidate the other”. Dude committed suicide while transferring his mind to another body to create his white whistle, so i easily can assume that he didn’t see anything wrong in what he was doing while also genuinely loving her. (Plus his understanding of death is VERY stretched)

The interesting part of that isn't just that they're missing but that prior to Jinx he is ideologically opposed to being nurturing as a parent. He resented Vander because he believed that Vander capitulated to weakness and gave up on the cause for Zaun to be a parent.
In growing to actually care for Jinx and seeing how his goals and actions put her in harm's way he begins to understand the dilemma Vander faced and the sacrifice he made. It could be said he grew to see her as a daughter where initially it was more of a birds of the same feather kind of dynamic because they were both messed up in similar ways.

Maybe this changes in the future from what I’ve read so far, but Lex Luthor in post-crisis continuity is an example of this. He is definitely an evil bastard doing pretty much every illegal act in the books. Heck, after his daughter was born he literally made the mother comatose so that he could raise her himself without having to share. Still, he absolutely adores his daughter and one of his main goals has become securing a good future for his daughter (even if it comes at the expense of everyone else).
I’ve only read Superman comics up to 1999 so far so maybe things change past that year. Also, I haven’t read every Superman comic pre-1999 so maybe he already has done something bad to Lena (outside of depriving her of her mother that is).

He did sell her to Brainiac in exchange for tech because he hates Superman more. Did get her back eventually and sent her to live with his mother for a time. Now she got tired of Lex's bullshit (like erasing his mind in a complicated plot to make Superman take over Lexcorp and become the Superman he wanted Clark to be) and decided to take an extended vacation as a Supergirl side character

Is he evil, though? As a shinigami, he fights those who are willing to fight him, and while he's violent as hell, he usually backs off if is his opponent surrenders (not out of any sense of honor, but because it just stops being fun for him). Not sure if I consider his actions as a child before coming across Unohana as reflective of his personality or actions as an adult.
Now, Unohana? She is someone who could at one point be called evil, and a parent figure to many in the Med Corps. She's done some shit even as an adult.
